The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. 

GIZ InS is currently preparing for a very interesting assignment. We expect the project aims will be: to further improve the quality, coherence and effectiveness of EU interventions in international development cooperation by increasing the knowledge, M&E capacity, working methods and skills of EU staff in the European Commission and EU Delegations. 

The expected objectives of this project are: 

Support knowledge building: develop and update methodological guidelines and analytical tools, including guidelines for intervention cycle management and M&E of EU interventions. 

Knowledge transfer support: maximizing the use of knowledge and learning through the organization of learning/coaching and training activities. 

Supporting aid effectiveness by setting up evaluation and reporting systems and conducting evaluations of international cooperation and development initiatives. 

Profiles requirements: 

Essential 

  • Advanced degree in business administration, business planning, organisational development, engineering, or development related studies 
  • At least 10 years of relevant work experience 
  • Three years of non-academic training experience (adult learning) in development related subjects. Proven international training experience will be an advantage. 
  • Proven experience in delivering training face-to-face and in an interactive virtual setting 
  • Sound knowledge of DG INTPA/NEAR tools and processes (Intervention Cycle Management, Logical Framework Approach, Results Oriented Monitoring and Evaluation) 
  • Thorough experience in statistical data management and qualitative & quantitative analysis 
  • Thorough knowledge of EC external aid policies and procedures, of EU programs operational requirements and corresponding guidelines 
  • Ability to operate in English and French language at C1 level   

Assets 

  • Good spoken and written Spanish or Portuguese (B2 level), coupled with the ability to express complex ideas in simple language to a diversified audience  
  • Experience in managing EU funded external assistance operations  
  • Experience in monitoring processes with EUDs 
  • Experience in other international development agencies’ methodological approach  
  • Knowledge of survey tools 
  • Knowledge on RCT design and other impact evaluation design
