Project Background

The Jerusalem Human Rights Consortium (JHRC) is a consortium of four leading Palestinian human rights organizations native in Jerusalem – The Jerusalem Legal Aid and Human Rights Centre (JLAC), The Land Research Centre (LRC), The Saints Yves Association (St Yves) and the Women’s Centre for legal Aid and Counselling (WCLAC).

The Consortium is currently implementing its “First Programme Cycle”, and is preparing to launch its “Second Programme Cycle”, under the slogan “Protecting Marginalized Communities in East Jerusalem through legal aid, planning and advocacy”**, funded by the EU and other EU Member States. The overall objective of the consortium’s current programme cycle is to support the marginalised Palestinian communities in East Jerusalem, increase their resilience, prevent the forcible transfer and reinforce the Palestinian identity of East Jerusalem through the provision of legal aid, land planning assistance, and local and international advocacy efforts.

The JHRC is hosted and legally represented by the Jerusalem Legal Aid and Human Rights Centre (JLAC).

Position Background

As part of its international advocacy efforts, JHRC is looking for several advocacy junior consultants (one per country) with a strong interest in human rights, to identify and collect information on European key stakeholders. The ideal candidates will already be involved with Palestinians’ rights supporting groups in their based country and know the local political landscape well.

The selected candidates should be based or show strong ties with one of these following countries: Cyprus, Estonia, Greece, Hungary, Ireland, Latvia, Lithuania, Malta, Poland, Portugal, Slovakia, Slovenia and Switzerland. The position will be home-based, and the selected candidates will have to have access to a computer and a stable internet connection.

Deliverables

Under the direct supervision of the JHRC Director, and as a member of the JHRC team, the selected candidates will be expected to fulfil the below tasks.

Research

Identify key stakeholders such as journalists, elected officials and executives, activists, political; figures, academics, and civil society organisations in one or more EU Member State(s), relevant to and/or engaged with the Palestine issue.
Collect public information on local stakeholders including their current position(s) and latest public activities in regard to the Palestine issue, contact information and other basic information.

Data Entry

Organise and clean findings from research efforts
Type in data collected from research onto the JHRC database

Report

Submit a 2–3-page report of recommendations on best approach to engage with local stakeholders
Compile lessons learned and share them with the rest of the junior consultants

Knowledge and skills

Relevant academic background, including master’s students
Sound background and knowledge of the Palestine issue and Middle East politics in general
Strong research skills
Sound knowledge of the political system and civil society spheres, including the Middle East scene in one or more EU Member State(s)
Good command of typing, word processing and spreadsheet applications
Good planning and organization skills
Ability to work independently with minimal supervision
Fluency in the local language with good command of English

Indicative work flow and Workplan

once you pass the application process, you will be invited to a written test to check your knowledge, writing and analytical skills

Interview

once you pass the written test, you will be invited to an interview to discuss the assignment and where you can ask any question you might have

Kick off meeting

You will receive and sign your contract and financial offer as well as your ToR. You will be able to ask any question regarding the task at hand

Data collection / Desk research

Utilizing the allocated working days/hours (you’re free to make your own schedule), you will map and research the relevant stakeholders within the assigned country

Data cleaning & entry

You will have sometime to clean your data and upload them in the database

Review and recommendations meeting

You will review your work with the team, will be asked to present your recommendations and receive feedback on them

Individual revision

You will finalise your work following the team’s feedback

Handover meeting

You will hand over your finalised work (full database and report of recommendations)

Renumeration

Renumeration will be based on a global price (lumpsum) for the assignment. Given that the contractor will be expected to deliver their mandate within a maximum period of 60 days.
