DESIGN AND IMPLEMENTATION OF PUBLIC DIPLOMACY AND COMMUNICATION STRATEGY IN JAMAICA (EU Technical Assistance for 36 months)

The overall objective (Impact) to which this action contributes is:

To foster trust and mutual understanding between the EU and Jamaica by strengthening EU's ability to meaningfully engage with different local audiences, stakeholders, influencers and potential partners and develop new partnerships to support advancing EU policy priorities in the country.

The specific objectives of this contract are as follows:


a) Increase awareness and showcase the EU added value on the EU specific programmes, projects and initiatives in Jamaica.
b) Promote the EU as a strong and reliable partner in good and bad times.
c) Engage with Jamaica’s citizens, multipliers, influencers and partners to foster understanding of EU values, objectives, and actions and build trust by developing networks and new alliances.

1.- The Team Leader shall be responsible for the overall implementation of the project and ensure effective coordination between all project components. He/She shall be able to demonstrate the ability to manage any non-key experts recruited to deliver the project's technical tasks.


2.- The Team Leader will also guarantee the efficiency and effectiveness of the overall project management and implementation, including that projects outputs and reports are appropriate, consistent, timely, and of good quality.


3.- Therefore, the Team Leader shall have to demonstrate the following throughout his/her proven qualifications, skills and professional experience: excellent interpersonal skills; a team-oriented and service-oriented working style; self-motivation and an ability to work independently; excellent attention to detail and accuracy; the ability to operate calmly and effectively in a high-stress situation and environment; the ability to engage successfully with high-level stakeholders across government and other organisations/institutions; strong knowledge of politics, political systems, and transatlantic relations.

EXPERT PROFILE

Qualifications and skills

  • Bachelor’s degree or equivalent in communication studies, international relations, management or related area or in the absence of a university degree proven experience of at least ten years in the fields related to the post.
  • An advanced university degree (Master’s or higher) would be an asset;
  • Proven writing and communication skills;
  • Diplomatic skills and the capacity to deal with politically sensitive issues;
  • Proven people management skills to be able to lead a diverse team of experts to deliver expected results.
  • Professional experience in event organisation, community management, traditional media and social media communication.

General professional experience

  • At least five years of experience in developing and implementing communication activities, preferably in the sectors concerned;
  • Minimum 3 years of professional experience managing projects of similar size, complexity, and duration;
  • Participation in at least one project implying knowledge and understanding of Project Cycle Management;
  • Previous experience as a team leader;
  • Experience in carrying out similar tasks in Jamaica or in the Caribbean would be an asset;

Specific professional experience

  • At least four years of professional experience in the fields of public diplomacy, external relations, cultural relations, government affairs or institutional communication, preferably with international organisation and/or cooperation agencies.
  • Proved knowledge of European affairs and international affairs;
  • Experience of at least two years in the development and implementation of communication strategies.
  • A strong network among think tanks, academia, NGOs, businesses, government, media, and other relevant organisations;
  • Participation in at least one EU project, preferably EU-funded public diplomacy or technical assistance projects of similar size and/or contractual value would be an advantage.
  • Experience in physical, online and hybrid event planning.
  • Domain of graphic and audio-visual software and techniques.
  • Capacity for administrative management and human resources.
  • Excellent command of English.
  • Knowledge of the Jamaican context and media landscape is a distinct advantage.
  • Experience from other countries would be considered as an asset.
