Team Leader/Economist

• Normal place of posting of the specific assignment: Algeria

• Mission(s) outside the normal place of posting and duration(s): Approximately 3 missions of up to 5 days to other places than the normal place of positioning of the assignment. The expert can work a maximum of 30 man days from his/her home country (telework).

Investment promotion expert

• Normal place of posting of the specific assignment: Algeria

• Mission(s) outside the normal place of posting and duration(s): Approximately 10 missions to Europe for up to 5 days. The expert can work a maximum of 20 man days from his/her home country (telework).

Junior administrative and logistic expert

• Normal place of posting of the specific assignment: Algeria

• Mission(s) outside the normal place of posting and duration(s): NO

Start date and period of implementation

The indicative start date is 22/04/2023 and the period of implementation of the contract will be 550 Day(s) from this date (indicative end date: 23/10/2024)

Expertise

Team Leader/Economist

• General description of the position: The Team Leader will be responsible of: carrying out technical and legal studies within his/her field of expertise; identifying experts for studies and events; mobilising DZ stakeholders for meetings and events and coordinating inputs; speaking at meetings and events; providing inputs on Algeria’s business environment to the publication on “doing business in Algeria”. She/he will be responsible for the overall management of the project.

• Expert category: Category I (at least 10 years' post graduate experience)

• Qualifications and skills required: Education: At least Master's degree in Economy or similar- in its absence, equivalent professional experience; Strong analytical skills and extensive knowledge of investment and trade issues; Strong experience in planning, organization and in leading teams in the public or private sector and/or in public funded projects of similar size, complexity and duration. Strong communication, negotiation and interpersonal skills.

• General professional experience: At least 10 years' experience in similar assignments in the relevant field of this project.

• Specific professional experience: At least 5 years’ experience with investment promotion, trade facilitation or economic diversification. Previous experience in Algeria would be an asset.

• Language skills: EN (C1), FR (C1)

• Number of working days: 275 days

Investment promotion expert

• General description of the position: The expert will be responsible of: networking with European business associations and companies; networking with Algerian business associations and companies; identifying viable sectors/value chains for EU investments in Algeria; liaising with European investors in Algeria and providing feedbacks to authorities to improve business environment (FTZs, procedure etc); accompanying European business delegations coming to Algeria; assisting in identifying European and Algerian companies to include in the database of EU companies.

• Expert category: Category I (at least 10 years' post graduate experience)

• Qualifications and skills required: Education: At least Master's degree in Business Administration or similar - in its absence, equivalent professional experience; Relevant professional experience in business development and/or in foreign direct investment (FDI) promotion; Experience from investment promotion agencies would be an advantage; Participation in similar projects would be an advantage

• General professional experience: At least 10 years postgraduate experience in the sector(s) related to the project.

• Specific professional experience: Minimum 5 years’ proven professional experience with similar projects, involving market research and business analysis in EU and/or non-EU countries

• Language skills: EN (C1), FR (C1)

• Number of working days: 250 days

Junior administrative and logistic expert

• General description of the position: The expert will be responsible of the organisation of the administrative and logistical aspects of the events and travels foreseen in the assignment

• Expert category: Category II (at least 5 years’ post graduate experience)

• Qualifications and skills required: Education: A university degree within a relevant area - in its absence, equivalent professional experience; Relevant professional experience with administrative tasks and event organisation; Knowledge of – and experience with - the EU would be an advantage; Participation in similar projects would be an advantage.

• General professional experience: At least 5 years' postgraduate experience

• Specific professional experience: Minimum 3 years’ experience proven professional experience within areas relevant to this project.
