FCG is currently looking for an experienced Climate Change Specialist and Team Leader and other Key Experts for the tender of the Asian Development Bank (ADB) funded project TA-6932 REG: Delivering a Climate Change Strategy for Central and West Asia - Capacity building, communication, and climate strategy (56025-001).

The knowledge and support technical assistance (TA) will help deliver knowledge solutions to Central and West Asia Department (CWRD) countries which include Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Pakistan, Tajikistan, Turkmenistan and Uzbekistan. It will support the development of a climate change strategy and an action plan for CWRD to strengthen the integration of climate change in ADB financed intervention in the developing member countries (DMCs) of the region. The TA will contribute to the preparation of robust climate mitigation and adaptation projects or programs. These will be aligned with the Paris Agreement and responsive to climate change priorities of CWRD DMCs. The TA will also strengthen capacities of DMCs and ADB staff of CWRD. The TA will undertake activities at regional, sector, and country-levels.

The TA will carry out activities to accelerate low-carbon and climate resilience investments in CWRD region through enhancing capacity of DMCs of CWRD to implement climate actions. Activities will be implemented through the following outputs:

  • Output 1: Climate change strategy including action plan for CWRD DMCs finalized
  • Output 2: Upstream climate assessments and opportunities for scaled up climate finance in key sectors supported
  • Output 3: Technical capacity to integrate climate considerations and priorities in investment programming strengthened

The intended start date of the KSTA is April 2023 and the period of implementation would be up to 30 months from this date. The impact of the Covid-19 will be taken into account in the implementation, the ways of working and communications.

The profiles and minimum requirements of the Key Experts are the following:

Climate Change Specialist and Team Leader (24 person-months) will provide overall direction to the team, coordinate for inputs, and consolidate outputs; lead the formulation of the climate change strategy and action plan including sectoral plan; responsible for outputs ensuring quality assurance; prepare sectoral and one (1) regional assessment; recommend entry points for mainstreaming climate considerations across sectors; identify targets, adaptation and mitigation pathways, priority strategies to develop robust investment program in CWRD; identify timelines and resources necessary to effectively mainstream climate change in CWRD; recommend amendments to business processes and requirements; provide technical inputs for capacity building activities in select DMCs; conduct roll-out of the climate change strategy and action plan; and integrate learnings from roll-out and capacity building activities in the final strategy.

Qualifications: At least a master’s degree in public policy, climate finance, economics and other related discipline and at least 10 years or similar experience in climate policy, including experience  in climate science in developing mitigation and adaptation projects; excellent knowledge of climate policy and finance issues under the United Nations Framework Convention on Climate Change (UNFCCC), particularly the Paris Agreement and the NDCs; excellent oral and written communication skills in English; and proven track record in producing high-quality technical reports. Experience in projects funded by development partners in developing countries including in Central and West Asia is an advantage.

Capacity/Institutional Development Specialist (8 person-months) will assess institutional mechanisms and set-up in CWRD DMCs to identify key roles and mandates in climate change action; assess the capacity building requirements in CWRD DMCs; conduct TNA and prepare capacity building plan; and prepare training programs and modules.

Qualifications: A graduate degree, preferably post graduate degree, in public policy, economics, civil engineering, communications, or related field, with at least 10 years of experience in capacity development, including development of training materials and facilitation for technical audiences. Experience in projects funded by development partners in developing countries will be preferred. Experience in Central and West Asia is an advantage.

Climate Communication Specialist (8 person-months) will prepare toplines and core scripts to convey climate priorities of ADB and CWRD DMCs; conduct stakeholder analysis and prepare communication plan; and prepare knowledge products (at least 4).

Qualifications: A graduate degree, preferably post graduate degree in communications, development communication, communication arts, or related field, with at least 10 years or similar experience including in development of climate engagement and communications plan, with demonstrated experience in stakeholder consultation and engagement with public sector. Experience in projects funded by development partners in developing countries including in Central and West Asia.

Workshop or Training Coordinator and/or Facilitator (8 person-months) will prepare training/workshop designs; conduct trainings and workshop (at least 6 including 1 regional); and prepare evaluation survey to assess relevance and effectivity of trainings/workshops conducted.

Qualifications: A graduate degree, preferably post graduate degree relevant to climate change, with at least 7 years or similar experience in project/training coordination, and strong engagement with public sector. Experience in projects funded by development partners in developing countries including in Central and West Asia.
