Description

We are preparing a tender offer for the Support of the Health Insurance in Nepal.
Aim of the project is to :
(1) Support the setup of the Policy, Planning and Monitoring department at the Health Insurance Board (HIB),
(2) Support HIB in preparing for the outsourcing of claims processing,
(3) Build capacity on revising the remuneration mechanism and reimbursement rates of the benefit package and
(4) Provide advice and capacity strengthening to HIB on various technical matters.
 
 
We are looking for a Team Leader / health insurance expert,  who during April 2023-April 2024 will have 88 working days from remote and in Nepal  to:
  • Coordinate inputs and task distribution within the team in close collaboration with the national team leader;
  • Coordinate and ensure communication with GIZ, GFA, partners and others involved in the project;
  • Be responsible for personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts;
  • Submit reports in accordance with deadlines ;
  • Collaborate with other experts and the Health Insurance Board (HIB) staff to define the scope of activities, concepts, study designs (for costing study and market analysis) and clarity on responsibilities;
  • Provide technical input and advice on all three work package areas, with a particular focus of contributing international experience and up-to-date information on the current state of evidence on the relevant topics;
  • Provide advice to the Executive Director of HIB as required and agreed;
  • Provide inputs to workshops and panel discussions;
  • Contribute to the data analysis and report writing;
  • Contribute to the overall quality assurance of the deliverable.

We are looking for a candidate with

  • At least a Master in a topic related to health, economics, management or other relevant degree;
  • 5 years of management/leadership experience as project team leader or manager in a company;
  • 7 years of relevant professional experience working on health financing in low- and middle-income countries;
  • 7 years working on social health insurance, proven experience developing or revising benefit packages for health insurance, proven experience with third party administrators in health insurance;
  • 2 years of experience in South Asia;
  • 5 years of experience working in the development cooperation.
