Description

The position is for  period of 3 months with possibility of extension, based in Phnom Penh. Start asap on an already funded project. Applications will be reviewed on a rolling basis. Regional Candidates are encouraged to apply.

Position:

The Specialist will work with national procurement specialist, the executing agency/PMU and implementing agencies to:

(i) Review updated ADB/RGC procurement guidelines as applicable to the project

(ii) Review and verify equipment procurement plan and implementation schedule, and update procurement plan, including developing and updating procurement tracking sheet and procurement reports;

(iii) verify and confirm equipment list per sector and institution, including individual TTI preferred scheduling for receipt and installation

(iv) ensure availability and access to equipment maintenance, including commissioning and training as required;

(v) facilitate the establishment of procurement evaluation committee and any relevant guidelines for its operations;

(vi) assist the PMU and PIUs, as applicable, in preparing draft bidding documents, including detailed terms of reference, for the procurement of identified equipment in accordance with provision of the SOP and Procurement Guidelines for submission to the procurement review committees;

 

(vii) support and provide on the job training and organize procurement training workshop to the assigned PMU and PIUs staff responsible for procurement and contract administration to build their capacity and enable them to independently and effectively carry out procurement activities by the end of the consulting assignment;

(viii) perform other tasks as may be reasonably required by the executing agency, Implementing agencies, and ADB; and


(ix) prepare end-of-assignment reports for submission to the executing agency, implementing agencies, and ADB.

Qualifications:

-at least a graduate degree in business administration, commerce, engineering or related fields; 

-experience in procurement of educational and technical equipment; 

-at least 10 years’ experience of international experience in procurement, preparation of tender and contract documents, evaluation of bids, and contract management in projects financed by ADB, world bank or other donor organizations ; 

-good familiarity with ADB procurement and financial management guidelines;  

-prior experience working in Cambodia or other countries in the Greater Mekong Sub-region would be preferable.
