Position Description

EnCompass LLC is seeking Education, Research, and Learning Experts for an anticipated USAID project focused on strengthening the USAID education sector’s reporting and decision-making through improved access to,use, and integration of data and evidence produced locally/nationally, regionally, and globally to contribute to USAID’s Center for Education’s objectives. The purpose of this open call for consultants is to expand our pool of

experts applicable to this work.

We are specifically looking for consultants with expertise in learning recovery; primary, secondary, and early childhood education; education in conflict/crisis settings; youth workforce development; post-secondary (vocational and higher education); alternative education; adult basic education; local literacy and numeracy assessments; local language education; ICT integration; pre-service training, and teacher professional development; strengthening systems to build resilience at individual/school/government levels; facilitating evidence ecosystems and inclusive education; and universal design, and other related areas.  

Short-term and long-term technical assistance support may include: Design and implementation of timely, relevant, and actionable evaluation, research, and analytical services; stakeholder engagement and capacity building; data collection, analysis, and dissemination; policy support; gender and social inclusion analysis; and technical advisory support services.

Qualified applicants will ideally have experience supporting USAID or other donor-funded education projects and have demonstrated experience supporting the analysis of education outcomes in development programming.

Positions will be long-term or short-term consultancies and based on client requirements. Assignments may require travel.

Position Requirements

Academic Qualifications

  • A Master’s degree in international development, education or another field relevant to the activity preferred. Additional years of relevant experience may be considered equivalent to an advanced degree.

Experience and Skills

  • At least five years of experience in the relevant area of expertise
  • Experience gathering and analyzing education-related data and synthesizing and reporting on findings to build an evidence base
  • Experience implementing donor-funded projects, including with USAID, USG, or UN agencies, foundations, and private sector clients; experience with donor-funded education projects is preferred 
  • Experience in maintaining relationships with a broad range of stakeholders such as host-government counterparts, donors, implementing partners, and private sector entities
  • Experience conducting analyses, e.g., qualitative and quantitative, labor market, cost-benefit, impact evaluation, and others.
  • Familiarity with policies and procedures of donor-funded activities
  • Excellent command of the English language, as well as excellent written and oral communication skills; working proficiency in French, Spanish, or another language is a plus
