Job Title:                         Program and Admin Support

Department/Location:   USAID/Ecuador                        

Type:                              Consultancy for 6 months                          

Clearance Required:      Facilities Access - to be applied for upon engagement of assignment

Overview: USAID/Ecuador is seeking Program and Admin Support to provide technical and management services to the Program Office, based in Quito, Ecuador. As part of the Program Office, s/he proves a full range of functions related to project planning, design, review, and approval. This includes helping coordinate the project planning and design function within OPM; advising technical teams on Agency and Mission policies and procedures; overseeing quality assurance; supporting preparation of project design documents, and analyses, and reports.
Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Lead process of helping technical teams draft preparation of program descriptions, statements of work, budget estimates, and other procurement documents for program analyses and projects, by providing advice and taking the lead to draft, edit, and/or compile input;
  • Serve on technical evaluation committees for procurements/co-creations of new projects and activities;
  • Assist with drafting and preparation of recurring annual operation plans, performance reports, performance management plans, budget request documents, program audit responses, and other documents;
  • Support technical teams with portfolio reviews, including guidance on regulations and procedures, reviewing documentation, developing issues papers, facilitating meetings, documenting portfolio review meeting proceedings, and tracking completion of follow up actions;
  • Assist with drafting and establishing program and project guidance, to include Mission Orders.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • High proficiency in oral and written English is required. Fluency in Spanish is desired but not required.
  • At least four years of progressively responsible and relevant professional experience in either project design, development, project management, or monitoring and evaluation is required. These years should be in development assistance either with a donor or development organization.

Education:  Bachelor’s degree in economics or similar social science, public administration, business administration, international relations or a related field is required.

Preferred Knowledge, Skills and Abilities:

  • Must have basic background in development, planning, programming, and/or project design.
  • Knowledge of principles of strategic planning, project development, analytical requirements, implementation, monitoring and evaluation, and financial planning is desirable.
  • Knowledge of Latin American development, environment, economic, political, social, and cultural characteristics is desirable but not required.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does not have supervisory responsibilities.

Travel:  International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in U.S.
