Transport Energy Advisor (Please note: This position is for tendering purpose only.)

Scope of Work;

The Transport Energy Advisor will perform the following tasks:

1. Initial consultation and planning with the technical committee;
2. Assist indetermining the pilot bus fleet size and technical characteristics, potential bus suppliers, operating patterns, refuelling/recharging requirements, and estimated costs of the proposed CNG and BE bus pilot fleets. This will include advising DART on bus characteristics and pricing, as well as the selection of one bus depot to base the pilot CNG bus fleet and one depot to base the pilot BE bus fleet;
3. Develop preliminary design drawings, bid specifications, and cost estimates for suitable CNG bus refuelling and BE bus recharging systems to support the proposed pilot fleet operations and located at the selected deports. These designs shall conform to all applicable Tanzanian National Standards and building codes and shall include written confirmation from TANESCO and TPDC that the required electrical and natural gas supplies will be available at the specified points of connection, the dates by which these supplies will be available, and amounts, if any, to be charged for the supply infrastructure required. These preliminary documents will be presented to the technical and steering committees and revised to reflect the committees’ comments.
4. Prepare a written draft final report documenting the results of Tasks 1 to 3 an incorporating the design documents acting the design documents and reflecting the committee’s comments
5. Prepare requirements report describing proposed CNG and BE bus pilot fleet sizes, potential suppliers, technical characteristics, proposed operating patterns, and proposed functional requirements for BE recharging and CNG refuelling systems.

Skill, Qualification and Experience Requirements

• Demonstrated familiarity with BE buses and bus recharging systems and requirements, as indicated by involvement in the design of at least one successful recharging system and supporting infrastructure serving multiple BE buses, or other experience acceptable to the Committee;
• Demonstrated familiarity with CNG buses and bud refueling systems and requirements, as indicated by involvement in the design of at least one successful CNG refueling system and supporting infrastructure serving multiple CNG buses, or other similar experience acceptable to the Committee;
• Qualified and legally authorized to provide engineering services for the design of electrical and natural gas systems in Tanzania, or comparable qualification in another jurisdiction (e.g. through registration as a Professional Engineer or Chartered Engineer).
