Transport PPP and Contract Management Advisor

(Please note: This position is for tendering purpose only)

Scope of Work;

The duties of the PPP and Contract Advisor shall include, but not be limited to, the following:

  1. Working with across Directorates inmulti-functional teams to deliver the Agency Contract Management Strategy.
  2. Providing advice on the optimum conditions for conducting PPP procurement and contracting, coordinating input from both within and beyond the Agency.
  • Reviewing and updating of the PPP procurement documents and project agreements in line with the PPP Act and Regulation, other relevant legislation and international best practice.
  1. Developing performance and activity reporting including on contract delivery targets to act as Contract Management database and management tool.
  2. Training and mentoring of the Agency Project Management team and other stakeholders in transport PPPsto improve their knowledge and competencies.
  3. Conduct quality checks of legal advice from transaction advisors and to act on advice efficiently and effectively.
  • Reviewing contract performance of consultancy services received against agreements and identifying areas of improvement.
  • Leading or contributing to the preparation of contract management tools and procedures on closed PPP contractsin line with the public procurement and PPP Laws and Regulations

Skill, Qualification and Experience Requirements

  • Bachelor’s degree in law. Advanced degree preferred.
  • 5 years of experience in the legal analysis of PPP infrastructure projects, some with private participation.

Experience in PPP and other related capacity development.

  • Excellent legal and commercial transactional skills.
  • Experience in Tanzania and other East African countries preferred.
  • Strong oral and written communication skills in English with a capacity to communicate effectively to a wide variety of audiences, including conducting public presentations.
  • Experience in complying with relevant Tanzanian legislation, regulations, policies, standards and guidelines.
  • Ability to manage multiple tasks effectively & a strong team player with excellent leadership and interpersonal skills and the ability to work effectively in a developing country context.
