Deloitte is seeking a qualified candidate to serve as a Support Coordinator (Secretariat) to assist with the general coordination of operations of the Reform Coordination Mechanism (RCM) of the USAID State-Owned Enterprises Reform Activity (SOERA).

Contract conditions:

This is a part-time position for the initial stage with possibility to expand its involvement to a full-time. Place of assignment is Kyiv with the possibility of remote work during the war. About the Project:

Strengthening state-owned enterprises (SOE) business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership are the main purpose of the SOERA. The proposed activities to reform Ukraine’s SOE sector and to promote privatization will reduce opportunities for corruption, increase private sector participation in the economy, and stimulate broad-based economic growth.

As a part of the project mandate, SOERA is tasked with engaging of key stakeholders and the public in SOE reform and privatization through developing and implementing a Reform Coordination Mechanism (RCM). The purpose of the RCM is to provide a forum for joint discussion and decision-making between the GOU, civil society, the private sector, and international donors on issues of SOE reform, privatization, and other issues related to the transfer of state property into private hands, such as leasing, liquidation, bankruptcy, and public-private partnerships.

Objectives:

The goals of the RCM are to improve coordination, communication, and consensus building among key stakeholders in the abovementioned areas, with an emphasis on working level policy issues, in order to drive reform efforts across the GOU, share information and leading practices, establish working relationships between counterparts, and present a unified voice of reform.

The RCM would provide a forum for discussion, and its primary work would take place in Thematic Subgroups dedicated to policy reforms in specific areas. The oversight and public-facing communications of the Thematic Subgroups’ work would be performed by a Steering Committee whose operation would be supported by a Secretariat.

Key responsibilities:

·   Assist the SOERA project team in the development and implementation of plans and activities in establishment and management of coordination mechanism for reform to Ukraine.

·       Provide professional services in the organization of the RCM Steering Committee’s and Thematic Subgroups’ work, including scheduling meetings, sending out notices, recording protocols, and keeping records.

The Support Coordinator (Secretariat) is responsible for:

·       Preparing presentation material for and facilitating high-level meetings, working groups, workshops, seminars.

·       Facilitating consistent stakeholder dialogue and engagement.

·       Producing timely contributions to reports and other knowledge products of SOERA.

·       Contributings to the overall knowledge and data management, as well as systematically maintainingdocument management in accordance with Deloitte standards.

·    Weekly reporting that details activities and accomplishments of the previous week and provides a detailed work plan for coming week.

Required qualifications and experience:

·   University degree in law, economics, political science, international relations, other social sciences, business studies or comparable degree qualification.  

·       At least 5 years’ professional experience related to legal consulting / policy making or in a comparable position.

·   Proven experience as a legal / policy adviser in public sector of Ukraine or in donor-funded projects (government public institutions, international development organisations) will be an advantage.

·       Analytical and writing skills for drafting policy documents, reports, etc.

·       Fluent written and oral knowledge of English and Ukrainian.

·       The ability to work independently and as a part of a team.

·      Demonstrated ability to succeed in an interdisciplinary environment, and to work in challenging political and security situations requiring good judgment, discretion, and political savvy.

·       The ability to be highly result orientated and to meet tight deadlines.
