We are currently recruiting a Senior Program Manager for our Workforce, Entrepreneurship and Youth practice, managing a portfolio of USAID-funded programs. The Senior Program Manager will play a central role between the home office and field teams with startup and implementation of programs in the portfolio. Reporting to the Associate Vice President for Workforce, Entrepreneurship, and Youth, the Senior Manager allocates their time to both program management and new business development. The Senior Program Manager has administrative, technical, and management responsibilities related to the execution of specific programs in the practice area. In addition, as time permits, the Senior Manager engages in specific new business activities. The Senior Program Manager supervises a Program Associate. It is anticipated that the Senior Program Manager will travel up to 20% per year. This is a Washington D.C based position with flexible working arrangements.

Program Management 

The Senior Program Manager will be responsible for the home office management of programs assigned and will:  

·         Support field office leadership to deliver technical solutions within a framework of compliance and solid financial management.   

·         Ensure program deliverables are met and on schedule and that program activities are compliant with client agreements, government regulations and IESC policies and procedures.

·         Support the development of program technical deliverables including work plans, monitoring, evaluation and learning plans, quarterly reports, and annual reports under guidance from the field-based Chief of Party. 

·         Support the issuance and implementation of Grants in accordance with the manual. 

·         Respond to client requests and questions and ensure timely drafts and submissions of consents, approvals and/or waivers.   

·         Manage the financial relationship between the field and the home office including approval and review of cash requests, field expense reports, and budget review, as well as coordinate pipeline and accrual submissions.

·         Manage, monitor, and report on budget expenditures and forecasting.

·         Coordinate the employment of full-time field and home office staff and fielding short-term and long-term technical assistance, including volunteer technical assistance where relevant.

·         Manage the relationship with subrecipients or subcontractors.

·         Promote program success by collecting, writing, and distributing success stories, case studies, photos, and outreach at events.

·         Attend informative events related to the subject matter or region of a program to network and learn information that could be valuable to program activities.

·         Support knowledge management within the practice including the capture and articulation of success stories, best practices and lessons learned.

·         Supervise program associate.

New Business

The Senior Program Manager will be responsible for:

·         Contributing to IESC’s new business strategy to grow the Workforce, Entrepreneurship, and Youth practice portfolio.

·         Identifying and adopting program tools and products and preparing them for integration into proposals.

·         Developing proposal budgets and/or completing specific sections of a proposal following the release of a procurement. The particular proposal section, whether in the cost proposal or technical proposal will vary.

·         Conducting occasional new business capture trips prior to the release of anticipated procurements to gather information for the technical proposal, identify/meet potential local partners and potential local staff, gather cost information, and other related activities.

·         Researching, writing, verifying, and distributing IESC organizational qualifications and past performance reference material.

·         Where applicable, engaging in proactive new business development where appliable, such as developing concept notes and expressions of interest that build on current IESC programs.

Qualifications

·         B.A. or B.S. required, M.B.A. or M.A. in Education/Economics/Development or related field a plus.

·         Experience with USAID Cooperative Agreements and/or USAID Contracts is required.

·         Experience with subgrants desired.

·         Experience with workforce development programs a plus.

·         Minimum of seven years of experience in international development.

·         Experience managing international development programs from the headquarters of a nonprofit or contractor.

·         Experience in new business development in international development.

·         Prior supervision experience.

·         Strong budgeting and budget tracking experience.

·         Ability to prioritize among multiple competing requests.

·         Self-starter, detail-oriented, thorough, and well organized.

·         Excellent written and oral communication skills.

·         Well-developed interpersonal skills.

·         Fluency in English required, additional languages a plus.
