Based in Gaziantep with frequent visits to Hatay and Sanliurfa (with a possible extension to NWS)
Duration: 4 months with possibility of extension based on funding
Background
In the aftermath of two devastating earthquakes in South Eastern Turkey, humanitarian needs remain dire in affected areas. As a remedial support to the most vulnerable communities affected by the earthquake, Solidar Suisse has provided funding for a project implemented by two local partners in Gaziantep, Antakya and Sanliurfa. The project aims to cover Multipurpose Cash Assistance (MPCA), NFI and temporary shelter needs in these districts.
Role overall scope:
The Field Coordinator supports the coordination and implementation of Solidar Suisse funded humanitarian project initially in the 3 regions of Southeast Turkey with the potential expansion to other areas in Turkey, and potentially to Northwest Syria, depending on funding and developing humanitarian needs. The Field Co. reports to the Desk Officer and cooperates with other technical departments in Zurich HQ (e.g. finances, fundraising, etc.), by collecting and providing information on the progress of the project interventions, working in close collaboration and in supervising capacity with partner organizations and ensuring the activities, such as procurement, logistics and Cash Assistance interventions are in line with Solidar Suisse standards. The Field Co. will also take part in strategy building activities for a potential future response and identification of the needs in SE Turkey and NWS. The Field Co. will establish working relations with other agencies, clusters and stakeholders in support of the implementing partners, ensuring that the intervention is well coordinated and efficient.
Main responsibilities and tasks
The Field Coordinator will:
Ensure the planning, implementation, and monitoring/evaluation and sets targets as included in the project description and logframes.
Collaborate with the Desk Officer and relevant departments to ensure efficient financial management for the project in compliance with Solidar Suisse and donor regulations.
Through regular financial monitoring, ensure programmatic financial spendings are appropriately aligned with project targets.
Ensure procurement and logistics procedures are in line with Solidar Suisse standards.
Deliver quality reports for the Solidar Suisse HQ, donors and authorities in good quality and timely manner, including the findings in terms of impact/changes at the level beneficiaries achieved through the project.
More specifically:
Ensure proper coordination of planning and implementation of the activities among the implementing partners.
Prepare, contribute and facilitate training for partner staff and field teams.
Organize and conduct project kick-off and presentation/induction training of the project with teams.
Prepare and regularly review a detailed activity plan with the partners and Solidar Suisse HQ.
Continuous on-the-job coaching for partners to work on quality in delivery of humanitarian assistance.
Collaborate with Desk Officer to produce regular security monitoring and report incidents/concerns in a proactive manner.
Manage partner relations and project implementation.
Carry out regular project visits to Gaziantep, Antakya and Sanliurfa regions to monitor project implementation and delivery.
Conduct weekly and on-the-need-basis meetings with the partner organizations to review the planning and discuss the main concerns to focus on for the upcoming period.
Ensure partners respect and comply with Solidar Suisse rules and guidelines and adhere to the code of conduct and charter of values.
Perform any other related duties as required by the Desk Officer.
Monitoring:
Supervise MEAL Officer in conducting planned MEAL activities and follow up with relevant MEAL reporting.
Ensure full accountability to the beneficiaries, as well as partner organizations.
Reporting:
Ensure quality reporting on achievements against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
Prepare stories about activities, interview beneficiaries, authorities, partners and stakeholders.
Review and oversee monthly financial reporting of the partners.
Deliver regular communication products (including pictures) on the project to be used by Solidar Suisse communication department in different media, ensuring consent forms and other relevant documentation.
Required profile and experience
Education
A university degree in the Humanitarian related field (political science, international relations, conflict transformation, development etc.)
Professional Experience
Minimum of 3 years of relevant work experience at a similar position in a humanitarian context is required.
Professional Requirements
Strong and proven understanding of the humanitarian operating context, donors, security, and project cycle management specifically in Turkey
Ability to conduct and organize trainings for implementing partners
Strong knowledge of institutional donor procedures
Very strong computer skills (Office, Power BI, Kobo etc.)
Very strong knowledge of humanitarian procurement and logistics practices.
Previous proven experience in project management is required.
Risk management knowledge is an asset.
Previous proven experience in proposal writing is an asset.
Proven experience in the management of major donor funds is a plus.
Proven previous experience in MPCA and NFI based interventions is a plus.
Languages
Fluency in English and Turkish/Arabic is mandatory.
Fluency in Kurdish is a strong asset.
