This Opportunity:

Palladium seeks an experience of Director, Finance & Administration for the anticipated USAID/Nepal Health Systems Strengthening Activity focused on strengthening health systems at municipality, provincial, and federal level focused on Maternal Newborn and Child Health to increase access and equity in healthcare. This project will focus on improving access to and utilization of equitable healthcare services; improving quality of health services at facility and community levels; and improving health system governance, with the context of federalism.

The Director, Finance & Administration will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the COP, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and local requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to local human resources policies.

 Reporting and Supervision:

 This position will report to the Chief of Party.

 Primary Duties and Responsibilities:

  •  Oversee program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance
  • Develop internal control measures, conducts internal financial audits, and coordinates external financial audits
  • Prepare budgets for annual work plans and financial reports for USAID
  • Develop the financial management capacity of all relevant staff and sub-awardees
  • Ensure the accurate tracking and recording of project expenditures and financial reports
  • Guide and assists accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities
  • Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel
  • Lead and oversee all grants administration, from calls for expressions of interest through to implementation
  • Draft grants manual and related program documents
  • Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements
  • Monitor completion of grants milestones and report issues encountered to the COP
  • Develop the financial management capacity of all relevant staff and sub-awardees
  • Resolve external issues/problems related to grants administration in a timely manner
  • Review and approve draft grants agreement in compliance with applicable Palladium policies and procedures and USAID conditions

Key Competencies Required:

  • Master’s degree or higher in accounting, finance, business management or a related field is required
  • At least 10 years of senior-level experience managing finance, administration, grants management, and operations activities for complex and large-scale donor funded programs, particularly with subcontractors. At least 3 years’ experience in the management of programs of the same complexity and size
  • In-depth knowledge of USAID financial management rules and regulations, and reporting requirements
  • Demonstrated experience with supervision and oversight of subgrants and subcontracts
  • Demonstrated experience in management, supervision, and coordination of a team of senior finance, HR, grants, and operations professionals
  • Excellent knowledge of local labor laws and policy interpretation
  • Advanced skills in budgeting and financial reporting with USAID programs and projects
  • Knowledge of basic accounting software packages, advanced proficiency in Word and Excel
  • Superior attention to detail: organizational skills, planning skills, problem solving skills, analytical skills, and critical thinking
  • Excellent oral and written communication skills in English and Nepali advantageous
