ABA ROLI El Salvador Independent and Effective Justice System Project – Grants Manager
Job Description
The USAID-funded El Salvador Independent and Effective Justice System Project (ES Justice Project) Grants Manager will be responsible for the overall management and execution of the subgrant portfolio of the ES Justice Project. The position is very critical since the ES Justice Project anticipates funding a large number of local entities across El Salvador. Serves as the primary point of contact for subgrant partners from solicitation to close of award, including tracking subgrantee progress for contribution to larger reports for major progress in the ES Justice Project, and assisting subgrantee partners in articulating concrete impacts of their programming. The candidate should have demonstrated subgrant management experience, and deep knowledge of civil society organizations in El Salvador. Salvadoran Nationals only. This position is subject to the availability of funds and pending USAID management approvals.
Responsibilities:
· Responsible for managing the subgrant selection process from solicitation to award, including determining selection criteria in coordination with the ES Justice Project team, guiding the review process of applications for funding under solicitation rounds, collecting documentation of review from panel members, and working with selected subgrant partners to refine and administer subawards
· Performing site visits and audits as needed to assist subgrant partners in financial management and reporting, ensuring compliance with relevant USG policy in budgeting and reporting expenses
· Maintain grant tracking system to ensure correct execution of all grant agreements
· Bolster subgrant partner internal organizational capacity to align systems with USAID and USG reporting and other compliance requirements to enable partners to take on direct funding
· Build and maintain relationships with civil society partners in and around El Salvador
Qualifications:
· This position is for Salvadoran nationals only.
· Bachelor or Graduate degree in finance, accounting, auditing, business administration, or other related field.
· At least 5 years of management experience in the administration of sub-grants and/or sub-contracts for international development projects.
· Experience with USAID preferred but not necessary.
· Demonstrated ability to develop and manage large civic engagement focused grants.
· Ability to manage and oversee many sub-grants and/or sub-contracts, including preparation of the solicitation, application review, negotiation, and awards.
· Ability to maintain the grant tracking system to ensure timely and correct execution of all grant agreements.
· Excellent organizational skills and ability to determine priorities and meet multiple deadlines.
· Experience working with civil society or local entities on issues related to development, democracy and governance.
· Extensive understanding of U.S. government regulations and procedures pertaining to grants management and subcontracting.
Preferred Qualifications:
· Knowledge and experience bolstering institutional capacity of local subgrant partner organizations to take on direct USG funding
· Knowledge and experience working with subgrant partners under a wide range of democracy and governance projects
· Previous experience working on subgrant management under USAID programming
