Positioning and reporting

The Proxy Product Owner will contribute to the development of two different IT projects, both under the authority of the Deputy Director General, International Standards and Science. The PPO will be under the responsibility of the Head of Data Integration Department.

Job purpose

The Proxy Product Owner is a facilitator/translator/advisor who supports the business from project initiation to project delivery, supporting the Product Owner (PO) in business and technical activities required throughout the project, providing the functional links among the Product Owner (PO), the Business Project Managers (BPM) and the products developers (IT, contractors).

The Proxy Product Owner will contribute to the new and ongoing development of two IT projects namely 1) The Observatory data portal and 2) Status management platform.

Project 1: The Observatory is a data-driven programme that compiles, integrates, collects and analyses data to provide an overview of the uptake of WOAH international standards by WOAH Members. After a successful and promising 4-year start, the Observatory has published its first annual report in January 2023 and will publish thematic studies later this year. The Observatory now plans to develop a data portal to better share its outcomes to stakeholders in an efficient and user-friendly way that will facilitate documented decision making.

Project 2: The WOAH Procedure for official recognition animal health status is one of the core mandates of WOAH to recognise disease-free areas internationally based on Members’ compliance with the international standards. Development of an online platform dedicated to official status management has started since February 2023. This platform is aimed to serve as a secure centralised system to archive, track, search, and submit all relevant dossiers related to the official recognition and maintenance of animal health status, and self-declarations of disease freedom. The objective of this platform is to facilitate the exchange between WOAH and Members as well as to provide easy but secure access to their respective documents and reports in relation to the procedures of official recognition and maintenance of animal health status, and self-declarations of disease freedom, and also to allow sharing of all relevant guidance related to these procedures.

Missions and activities

Mission n°1 Business needs Collection/ Evaluation/ Description and Translation into user stories

  • Assist in drafting of Project Initiation Document and other technical support documentation for the project
  • Facilitate communication between business teams and development teams, challenging assumptions/requests when needed and balancing the scope to ensure business needs will be met within the technical limitations and budget constraints
  • Assist in the development of the IT solution scope meeting user needs, challenge the expressed needs when relevant, and review mock ups and user stories with the business and developers ensuring all needs are met
  • In collaboration with business teams, draft the business rules for each user story, agree a definition of ready and definition of done enabling technical development. For each functionality keep an overview of the totality of nosiness rules in a “specification document”

Mission n°2 Product backlog definition, prioritisation and implementation

  • Collaborate with business and development teams in backlog refinement activities, clarifying development questions when needed
  • Agree with the Product Owner on a delivery schedule for the sprints, prioritising development activities accordingly, and keeping an overview of outstanding developments

Mission n°3 Release to customers of the product increments

  • Implement appropriate testing strategy in collaboration with business teams and development teams, ensuring deliveries are aligned with the needs
  • Design and apply a final user testing strategy and actively contribute to cut-over activities
  • Provide recommendations to the Product Owner on test results and prior to release in production
  • Support users after implementation, including development of training/communication material i.e., user guides, manuals, tutorials, in collaboration with the business and development teams

Qualifications and Experience

Required qualifications and experience

  • Advanced graduate degree (Master’s level or equivalent) in information technology
  • At least 5 years of proven professional experience in a similar role
  • Proven experience (3 year minimum) in an IT project management

Additional experience (asset)

  • Relevant experience in International and/or NGO environment

Requirements:

Technical skills:

  • Experience in development of user stories and business rules
  • Experience in test strategy implementation
  • Ability to work in English, including oral and written communication skills
  • Ability to work and communicate orally in French is an asset

Interpersonal skills:

  • Excellent communication skills, with a customer focus
  • Ability to establish and maintain good working relationships in a multinational and multicultural environment
  • Ability to work in an agile mode and delivering at pace
  • Excellent organisation skills and ability to meet deadlines

Working conditions

Salary: Monthly base salary between 2800€ to 3200€ per month (commensurate with qualifications and experience) plus benefits, exempt of French income tax.

Duration: 2 years (renewable)

The post is a full-time position based at the WOAH Headquarters in Paris.

It requires long hours in a seated position at a computer.
