Project to contribute to the sustainability of the Expanded Joint Verification Mechanism (EJVM) of the International Conference on the Great Lakes Region (CIRGL)

Global objective

Contribute to the prevention, management and resolution of conflicts and the consolidation of peace and security in the Great Lakes Region. This project contributes fully to the ICGLR Peace and Security Programme and is in line with the implementation of the ICGLR Pact on Peace, Security, Stability and Development and the ICGLR Protocol on Non-Aggression and Mutual Defence. This is with a view to resolving and preventing internal and inter-State armed conflicts, subversive activities and the eradication of persistent insecurity of any kind within and between Member States; but also the elimination of threats to peace, security, stability and sustainable development in the Great Lakes Region through collective security.

Strengthen the capacity of the EJVM to contribute to the creation of conducive conditions to security, stability and development in the Great Lakes Region.

Location:

·         Normal place of posting of the specific assignment: Goma – Democratic Republic of Congo (DRC)

·         Mission(s) outside the normal place of posting and duration(s): Missions will be conducted in Burundi (16 days). The expert will present once a year the activities to the ICGLR Conference Secretary and the EU Delegation to Burundi.

Expertise:

Team Leader:

·         General description of the position:

the Expert n°1 (Team Leader) will be in charge of the overall coordination of the technical assistance; he/she will be responsible for proposing to EJVM mission the design of coordination, management and monitoring tools. He will be also responsible for the capacity building component as well as the procurement of logistical support to the EJVM mission.

·         Expert category: Cat. I (>12 years of experience)

·         Number of working days: 360 days

·         Qualifications and skills required:

o   Post-graduate degree or equivalent in International Relations, Political Sciences or similar discipline

o   Experience in conflict prevention and military operations, including in connection with management natural resources and armed groups movements

o   Team management and coordination

o   Strong analytical and writing skills

o   Ability to work with/within interdisciplinary and multicultural contexts

o   Computer literacy

·         General professional experience:

o   A minimum of 12 years of experience in the design and/or implementation of national/regional programs related to peace and security in fragile countries/regions, with at least 3 years in Sub-Saharan Africa

o   Knowledge and/ or experience related to the diagnosis and strengthening of capacity building of regional institutions

o   Knowledge of international/regional agreements and initiatives in the peace and security area in the Great Lakes region

·         Specific professional experience:

o   Specific experience and expertise on conflict prevention, peace consolidation including natural resources management.

o   Experience with the functioning of the RECs in the Great Lakes region is considered as an asset.

·         Language skills:

o   Proficiency in English and French (comprehension, reading, including writing skills).
