Local Research Coordinator, World Bank/Eastern Caribbean MEL Capacity Development and Technical Advisory Services to the Organization of Eastern Caribbean States (OECS), Dominica

Objective:
SI has a contract with the Global Partnership for Education (GPE) and the World Bank to provide research and technical assistance to the Organization of Eastern Caribbean States (OECS), focusing on four-member states, Dominica, Grenada, Saint Lucia, and Saint Vincent and the Grenadines. The team who will carry out this contract will gather, analyze, and share available research and data with OECS and GPE officials, and based on the analysis, will subsequently develop and design MEL strategies to support the national Education Sector Plans (ESPs).

Position Description:
SI is seeking a consultant to serve as a Local Research Coordinator in Dominica for this activity. The Local Research Coordinator will support the senior team members in gathering, analyzing, and sharing knowledge and information from and with OECS, government and international officials, support the provision of capacity building and technical assistance in the areas of monitoring, evaluation, and learning, writing field notes and reports, and co-designing and implementing further technical assistance OECS. Candidates must demonstrate a professional familiarity with the current OECS and its leadership and be able to facilitate the exchange of information and data between them and the senior members of the monitoring team.

The work is tentatively expected to begin during or after June 2023. The length of effort consultants will contribute to the scope of work will be spread out until a completion deadline of February 2024. The length of effort is tentatively estimated to be 30 days, but could possibly change dependent on project need.

This Local Research Coordinator will be assigned to Dominica and must be residing there for the duration of the work. Local citizens of Dominica are strongly preferred, but any consultant residing in Dominica is eligible for consideration.

Applicants who move forward will be asked to submit a relevant writing sample as part of the interview process. Applicants must be the primary author of their selected writing sample. Writing samples must be one page and written in English.

**Please note this position prioritizes locally based consultants residing in Dominica. Citizens are strongly preferred.**

Responsibilities:

  • Support the senior team members in gathering, analyzing, and sharing knowledge and information from and with government and international officials.
  • Support the provision of capacity building and technical assistance in the areas of monitoring, evaluation, and learning to OECS officials.
  • Write field notes and reports.
  • Assist in the design and implementation of further technical assistance to the OECS.
  • Facilitate the exchange of information and data between the OECS and the senior members of the research team.

Qualifications:

  • Bachelor’s degree in Education, Government, Public Policy, International Relations, Qualitative or Quantitative Research, Monitoring and Evaluation, or another relevant field.
  • Experience with the education system in Dominica or one or more of the following member states required - Saint Vincent and the Grenadines, Saint Lucia, and Grenada
  • Intimate knowledge of the OECS, its structure, leadership, and bureaucratic systems preferred.
  • Five or more years’ of cumulative experience in either conducting social science research, MEL activities, and or CLA activities in the Eastern Caribbean required.
  • Experience with qualitative and quantitative research and data analysis.
  • Previous experience working with the World Bank, GPE, OECS, or other stakeholder in the Eastern Caribbean education system preferred.
  • Strong written and verbal communication skills in English required.
