Background:

UN-Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the UN-Women Regional Office for the Arab States (ROAS) regional Strategic Note (2022-2023) Outcome 7.1 - Arab States accelerate the implementation of global and regional gender norms and standards with quality comparable data particularly on the implementation of the Beijing Declaration and Platform for Action, the Sustainable Development Goals and the Cairo Declaration for Arab women – the Gender Justice and Equity Before the Law initiative delivers a regional monitoring tool on the quantitative status of gender-responsive legislation across 17 Arab states. The initiative is a collaboration with member states, UNDP, UNFPA, and UN-ESCWA. The first regional dashboard of 18 countries was produced in 2019 covering 27 indicators across multiple sectors and was further expanded to 74 indicators in 2022.

UN-Women has also established GenTrack a data visualization platform, which offers easily accessible data that facilitates analyses and informs policy decisions. The platform currently hosts 194 gender indicators from nine credible global datasets and indices, covering a variety of thematic areas, including insights into the links between gender equality and women's economic empowerment, gender and governance, and violence against women and girls.

In bringing together these two tools, UN Women is now adding a qualitative trends analysis to selected indicators in the GenTRACK on (18) women’s economic and empowerment and (3) women’s political empowerment, including through the use of Gender Justice and Equality Before the Law dashboard covering 17 countries from the 2022 dashboard.

This qualitative trends analysis will be fed into the nascent GenTrack Phase II portal aligning to relevant women’s economic and political empowerment indicators in GenTrack.

To achieve this work, ROAS now seeks to hire a consultant to undertake a robust qualitative trends analysis of the selected indicators, including from the Gender Justice and Equality Before the Law dashboard.

Objective of the Assignment:

Under the direct supervision of the UN-Women Regional Policy Adviser WPP/L and the Regional Programme Management Specialist on Monitoring, with overall guidance from the Deputy Regional Director, the consultant is responsible for undertaking a desk review to inform the robust qualitative trends analysis of the (18) women’s economic and (3) women’s political empowerment indicators in GenTRACK, including through analysis available in the Gender Justice and Equality Before the Law dashboard. The number of countries is (17) over a ten-year period.

The consultant works in close collaboration with the regional governance and data and results management team in the regional office.


Duties and Responsibilities

Desk review Qualitative Trends Analysis: Dashboard

Review the indicators (1) on women’s economic empowerment and (2) on women’s political empowerment in the GenTRACK and the Dashboard to identify the socio-economic and political circumstances that led to the progress/regression/stagnation of the indicator that determined the dashboard color code for all (17) countries.

Qualitative Trends Analysis: GenTrack

Identify the GenTrack indicators best associated to the selected Dashboard indicators.
Link the Dashboard selected indicator analysis to the GenTrack selected indicators.
Produce a written trends analysis that can be accommodated in the second phase of the GenTrack portal.
Highlight other relevant GenTRACK indicators that can be reviewed and analyzed from a legal/policy standpoint and conduct a review.

Required Skills and Experience

Education

Master’s degree (or equivalent) in law, politics, gender, research, or any relevant field is required OR;
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

At least 2 years of professional work experience at the national or international level in research and data analysis;
Experience in the use of data platforms is required or an asset.

Language Requirements

Fluency in English and Arabic is required.
