Objectives

Ecorys, one of Europe’s largest economic and social development consultancy firms, is hiring Senior Monitoring Experts to work as short term consultants for its Ankara-based project team, providing Monitoring and Evaluation Technical Assistance to the EU’s Facility for Refugees in Turkey (SUMAF).

The Context 

Türkiye is currently hosting the highest number of refugees in the world, with over 4 million refugees primarily from Syria residing in the country. In 2016, the EU launched the Facility for Refugees in Turkey to allow for effective and efficient mobilisation of EU assistance to address the needs of refugees and the host communities in which they live. The full operational budget of the Facility (€6 billion) has been allocated and contracted, and more than €5 billion has been disbursed. The EU continues to support refugees in Türkiye also beyond the Facility. It mobilised supplementary humanitarian support in 2020 and ensures the continuation of key Facility interventions under an additional allocation of €3 billion for the period of 2021-23. Over 140 large projects cover a range of areas including health, education, basic needs, protection, livelihoods and municipal infrastructure.

The SUMAF project supports the EU Delegation in Ankara and the Facility’s Secretariat in Brussels with monitoring of the performance of the Facility. As part of this work, it conducts regular project review missions and provides M&E advisory and capacity-building services to the project implementing agencies.

The Positions

SUMAF is currently strengthening its monitoring expertise with the recruitment of short-term monitoring consultants to conduct Focus Group Discussions (FGDs) in Farsi language.

This is an exciting opportunity to work with a highly dynamic team in close coordination with the EU Delegation in Türkiye and the Facility Secretariat in Brussels to implement EU support to the Government of Türkiye in responding to the world’s largest refugee crisis.

Key Tasks

The objective of the assignments is to conduct monitoring missions which would rely exclusively on FGDs as its source of data. The FGDs would not be an assessment of any one individual Project, but rather an assessment of the combined effects of a number of different Projects contributing to the achievement of one or more of the Facility’s intended results. The survey will look at the overall effect of the Facility on the participants’ lives and is not intended to assess any one Project in any way.

The Monitoring Experts will be responsible for implementing the following key tasks:

·       Orient themselves on the semi-structured interview questionnaire;

·       Conduct a desk review of relevant documents including Project documents and SUMAF mission reports;

·       Prepare and finalise mission schedule with the support of other team members;

·       Conduct interviews and coordinate data collection in selected provinces in line with SUMAF methodology and agreed upon tools;

·       Coordinate analysis of all qualitative and quantitative data and preparation of the draft Monitoring Report;

·       Participate in internal SUMAF and EUD briefing and debriefing meetings; present key findings during these meetings; and

·       Prepare final Monitoring Report.

Requirements

Key Skills and Qualifications

·       A bachelor’s degree or higher;

·       At least 5 years’ experience working in field-based social research and/or project monitoring and evaluation;

·       Experience in designing and implementing surveys – including involving Focus Group Discussions with project beneficiaries or community representatives;

·       At least 5 years’ experience in project/programme cycle management in international development or humanitarian assistance projects;

·       Demonstrated experience in conducting survey data analysis and in writing clear analytical reports.

·       Experience working in contexts with a significant refugee or displaced population;

·       High level of fluency in the language required to conduct the FGDs

·       Excellent command of spoken and written English
