Improvement of Cumilla (Mainamoti)- Brahmanbaria (Dharkhar) National Highway as 4-Lane National Highway Project 

Project Summary

The Government of Bangladesh (GoB) has decided to upgrade the existing Cumilla (Mainamati)-Brahmanbaria (Dharkhar) National Highway (N-102) to a 4-Lane National Highway with safety features including a separate lane for slow-moving vehicular traffic (SMVT) on both sides. thereon with the fund (for civil works) jointly invested by the GoB and the Indian Government (GOILOC03). The length of the road is 54.00 km, starting from Cumilla (Moinamati) and ending at Dharkhar, Brahmanbaria. The GoB has allocated public funds for engaging a consulting firm for the Design Review and updates of Highway, Bridges, Flyover etc., Assisting Procurement Process and Supervision of highway Construction works (Length 54.00 km).

The Project will include upgrading of existing Cumilla(Mainamati)-Brahmanbaria (Dharkhar) National Highway (N-102) to a 4-Lane Highway, including service lanes at both sides through two packages of civil works contract. The construction works consist of the upgradation/construction of 54.00 kilometers of four-lane National Highway with international standards, of which 49.53 kilometers flexible pavement, 4.47 kilometers are rigid pavement, 14 nos. Bridges having a length of 1218.44 meters, 01 no. Flyover having length of 1030.224 meters, 02 nos. underpass having length of 20.00 meters, 50 nos. RCC Box culvert has a total length of 396.30 meters,12 nos. Foot Over Bridges has a length of 438.91 meters and Construction of 680 sq.m. office building etc.

Scope of Work

The main objectives of the Consultancy services are:

i. To supervise comprehensively the project implementation activities carried out by the contractor(s) to ensure complete compliance with the drawings, technical specifications, and various stipulations in the contract documents.

ii. To supervise & monitor safeguards implementation including health and safety activities associated with the project.

ili. To monitor & supervise environmental & social development safeguards associated with the project.

iv. Other services as per instruction of the employer.

The Consultant will (i) Prepare (if required), review the detailed design for the project road already prepared by the RHD and preparation and review of Flyover, intersection, Bridge/Culvert design, (ii) provide procurement/contract-related supports, (ili) provide construction supervision to civil works, and (iv) provide other technical support including traffic management and road safety plan. In addition to the above services, the Consultant will undertake maintenance quality checks for the project road with regard to the technical, contractual, and financial aspects of the project implementation.

Implementation Arrangements The Ministry of Road Transport and Bridge (MORTB) is the oversight body, and the Roads and Highways Department (RHD) is the executing agency, and the Project Director is the client. The consultant will also coordinate with other concerned government agencies and local authorities, with the assistance of RHD, for carrying out selected activities of the assignment.

The client reserves the right to request the consultant to replace the expert(s) with poor performance, and/or to terminate the contract and recruit new consultant for completing the balance works under the assignment. Jn addition, the RHD will assign its technical units (i.e, Technical Services Wing, Bridge Management Wing, Planning and Maintenance Wing etc.) to review the consultant's reports and provide technical guidance as required. RHD will also establish a Project Implementation Unit (PIU) to implement the project. The PIU will coordinate and communicate the review comments to the consultant and will provide necessary guidance time to time.

Expected Assignment Period

- Oct 2023 ~ Sep. 2027 (54 months incl. DLP)

Proposed Position

- Sr. Road Safety Specialist (12 months, Input period is flexible)

 Qualification Requirements

Education: Bachelor’s degree in Civil engineering, postgraduate degree preferred.

Project-related experience:

- Minimum 18 years of professional experience.

- Minimum 15 years of experience in road safety planning, design and audit in similar Highway Projects under ICB contract

 Main Responsibilities

The Project will be implemented in 3 construction contracts; 02 Contracts for Construction of road works and | contract for Construction of Office Building.

i) As the Engineer's representative, the Consultant will Administer the construction contracts following the contract conditions of CPTU standard document;

ii) Make all necessary measurements and control the quality of works and advise the Engineer in making all engineering decisions required for the successful and timely implementation of the construction contracts ili) Review and cross-check to ensure the work schedule compatible with the progress of land acquisition and resettlement, environmental clearance, and other associated safeguard implementation;

iv) Ensure that all works comply with the approved engineering designs and technical specifications, agreed with schedule and budget, terms and conditions of the contract standard engineering practice.

v) Provide general guidance and issue instructions to contractors.

Making engineering decision in consultation with the project Director and EXIM Bank of India’s Project Management Team;

vii) Clarification about the disputed issues, anomalies, errors, or risks that could affect the project objectives and make the appropriate recommendations and/or take the necessary actions to remedy them.

viii) Ensure that the construction method proposed by the contractor for carrying out the works are satisfactory.

ix) Inspect contractor's construction equipment; results of materials and soil tests;

safety of the property and personnel of the work; and schedule of mitigation measures for adverse environmental impacts. Notify contractors to remedy works and materials that fail to comply with specifications.

x) Review the design of Pavement, bridges/culverts, flyover, foot-over bridges etc.

to ensure that the methods of construction comply with the safety measures.

xi) Monitor and supervise (a) the progress of contractors’ works contract schedule and (b) the progress of contractors' works applicable technical specifications and design.

xii) Check that the ‘as-built’ drawing is prepared by the contractors for all works as construction processes;

xiii) Develop the quality assurance system and quality control plan for provisions of pavement and structures;

xiv) Design and undertake project performance monitoring and evaluation of the Project in accordance with GOB and EXIM Bank of India’s Guideline xv) Review and certify work volume and process interim and final payments of the - contractors. Ensure timely submission of contractors’ interim payment certificates and release of payment.

xvi) The supervision Consultant will process interim and final payment certificates submitted by the contractors.

XVil) If so, required by the employer, the supervision Consultant will provide any of the following as additional services: (a) prepare reports including technical appraisals, additional contract documentation, and/or review and comment on the contractor's proposals, as may be required for the successful completion of the Project; and (b) provide any other specialist services as may be required from time to time.
