The European Health and Digital Executive Agency (HaDEA) is initiating the project Capacity-building on mental health: Multidisciplinary Training Programme and Exchange Programme for Health Professionals in the 27 EU member states, Norway, Iceland and Ukraine.  
The aim of the project is to support the promotion of a comprehensive, prevention-oriented approach to mental health as a public health issue, through capacity-building and multidisciplinary trainings of health professionals and other professionals working at community level in multiple settings and covering the life-course of an individual (e.g. health and care services, schools and educational settings, social care services, community care for the elderly, prisons and juvenile detention facilities, job centres, youth centres, etc.). Besides capacity building, a large-scale cross-border exchange program for professionals will be organized and implemented by the project. 

GFA is preparing a tender offer for this project and currently looking for a fulltime Project Team Leader and Deputy.  The full time positions will start in December for up to 36 months.  The work will be done from home with travels to EU Member States. Candidates should be based in Europe.

Project Team Leader: 
The Team leader has the overall responsibility for project implementation. She/He will collaborate with HaDEA, our partners and key stakeholders in the mental health and related sectors in all participating countries in order to implement the project against its set objectives. 
Responsibilities:  
  • Responsible for the overall management and implementation of the project on a day-to-day basis, including approx. 15-20 staff members, partners/subcontracts, administrative support and financial management activities; 
  • Regular reporting to HaDEA, EU DG Santé, GFA HQ and relevant stakeholders; 
  • Preparation and/or coordination of project planning including all partners; ensure and facilitate project interventions to achieve deliverables and indicators in time and with necessary quality 
  • Stakeholder coordination 
  • Supervise project progress and coordinate documentation of progress;  
  • On-schedule reporting according to contractual stipulations;   
  • Supervise subcontractors;  
  • Continuous information to backstopper of GFA/Trimbos/MHE about project progress; 
 
The Deputy Team Leader works closely with the Team Leader to implement the project against its set objectives. 
Responsibilities: 
  • Support TL in the overall management and implementation of the project on a day-to-day basis, including personnel, partners/subcontracts, administrative support and financial management activities; 
  • Support regular Reporting to HaDEA, GFA HQ and relevant stakeholders; 
  • Support preparation and/or coordination of project planning including all partners; Ensure and facilitate project interventions to achieve project outcome and indicators 
  • Support stakeholder coordination  
  • Support on-schedule reporting according to contractual stipulations;  
Project Team Leader  Qualifications: 
  • University degree (at least master’s degree or equivalent) in public health or science or medical or political or social science. 
Professional experience: 
  • At least 8 years of professional experience with management and coordination of EU-wide projects in the area of public health 
  • Demonstrated experience in overseeing project delivery, quality control of delivered service, including collaboration with health authorities in the EU Member States in at least 3 projects of at least EUR 200.000 each 
  • Strong managerial skills, including result-oriented management, strategic planning, human resources and financial management skills;  
  • Strong experience in steering and mentoring, capacity to anticipate issues and identify forward-looking solutions; strong interpersonal, intercultural and communication skills; 
  • Professional experience in the EU context. 
Further requirements: 
  • Commitment towards integrating gender, good governance, social inclusion and conflict sensitive project management throughout the project cycle. 
  • Excellent skills in communication, negotiation and liaising with authorities and other stakeholders at national and European level. 
  • Fluency in English 
  • Knowledge of other official EU languages is an asset 
  • Mental health degree/ background or experience in coordinating mental health interventions are an asset
 Deputy Team Leader Qualifications: 
  • University degree (at least master’s degree or equivalent) in public health or science or medical or political or social science.

  • At least 5 years of professional experience with management and coordination of EU-wide projects in the area of public health 
  • Demonstrated experience in overseeing project delivery, quality control of delivered service, including collaboration with health authorities in the EU Member States in at least 3 projects of at least EUR 150.000 each 
  • Demonstrated managerial skills, including result-oriented management, strategic planning, human resources and financial management skills;  
  • Experience in steering and mentoring, capacity to anticipate issues and identify forward-looking solutions; strong interpersonal, intercultural and communication skills; 
  • Professional experience in the EU context.
