Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon. UN Women Lebanon works on issues of women’s political participation, peace and security, economic empowerment and changing social norms around gender and masculinities in line with UN Women’s Strategic Plan.

Under the overall supervision of the UN Women Country Representative and day to day supervision of the Planning, Coordination and Resource Mobilization Specialist, the Monitoring and Evaluation Consultant provides technical support to UN Women Lebanon office personnel to enhance uptake and implementation of Results Based Management standards in project monitoring and reporting. This includes identification of appropriate gender and age disaggregated indicators, development of data collection tools, provision of training on RBM standards, development of an online system for aggregating data and ensuring quality of data collected.


Duties and Responsibilities

The Consultant is expected to carry out the following tasks:
1. Project Monitoring:

Support in tracking the achievement of set targets in UN Women Lebanon’s Strategic Plan as well as relevant projects.
Develop/refine the logical frameworks for UN Women projects, including development of gender, age and disability disaggregated indicators at outcome, output, and activity level in addition to baselines, targets and means of verification.
Develop relevant data collection tools to enable UN Women personnel and implementing partners to collect data in accordance with agreed-upon indicators.
Develop a system for aggregating qualitative and quantitative data collected from UN Women implementing partners in one location to enhance monitoring and learning.
Donor agreements as well as with reporting of results to internal and external audiences Develop/refine the Performance Management Framework (PMF) for UN Women projects.

2. Training, Capacity Building and Learning:

Provide training and coaching to UN Women personnel and implementing partners on the project’s PMF, data collection tools and data quality standards.
Develop an online data recording tool that allows UN Women personnel and implementing partners to upload and share the data collected.
Identify and disseminate good practices, lessons learnt, and knowledge, as identified through project implementation, monitoring and evaluation activities.

3. Reporting:

Contribute to progress reports to donors.
Develop reporting templates for UN Women’s Implementing Partners to facilitate reporting in line with the approved logical framework.
Review progress reports submitted by implementing partners and provide feedback to improve quality of data.
Carry-out regular data interpretation sessions with UN Women personnel and implementing partners, where relevant.
Ensure that data collection and analysis is done regularly to inform project implementation and learnings.
Support in documenting lessons learned as they emerge throughout project implementation.

4. Evaluation:

Support in the drafting of Terms of Reference for specific project/program evaluations.
Identify relevant evaluation findings, conclusions and recommendations and input them into project reporting.

Revised M&E Log frame (Review and study the relevant project documents (including, but not limited to the project document, work plan), review and revise the log frame and result matrix, and revise the indicators if necessary; Review and revision of M&E Log frame)

On regular basis starting one month after finalization of the M&E system

M&E System (Establish an effective data collection system and reporting forms for capturing quantitative and qualitative information through a set of expert’s meetings and in accordance with the revised M&E Log frame; Review the M&E needs and plans of the project, and extract relevant indicators to monitor the project outcomes and outputs; Establishment of Manual on M&E indicators; Identify sources of verification that the project can use. As much as possible, use existing data sources embedded in existing systems; Establishment of Manual on Reporting; Based on the relevant indicators help design baseline surveys on environmental and socio-economic to avoid collecting redundant information)

On regular basis starting one month after finalization of the M&E system

Draft final and interim donor reports

In accordance with reporting

Semi- Annual and Annual Report (A comprehensive summary

report on the M&E of the programme’s results including outcomes, outputs, and activities

Required Skills and Experience

Education:

Master’s degree in Economics, Statistics, Social Sciences, or related field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Additional certification in MIS management and Monitoring and Evaluation is an asset.

Experience:

A minimum of five (5) years of professional experience in monitoring and evaluation, preferably with large, multi-stakeholder, international programmes/projects,
Good knowledge of Results-based Management (RBM) standards of the United Nations Development Group (UNDG)
A proven ability to liaise with a myriad of stakeholders and partners, including government, civil society, and international organizations.
Experience working on gender equality and the empowerment of women is an asset.
Computer skills, statistics, internet communication and command of MS Office.

Language requirements:

Fluency (written and verbal) in English.
Knowledge of Arabic is an asset
