Project Overview and Role:

Palladium is currently seeking an M&E Officer to support the implementation of the Data for Implementation (Data.FI) award in Eswatini. Data.FI is a five-year global project funded by PEPFAR and USAID, whose goal is to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI is led by Palladium, in partnership with JSI Research & Training Institute; Johns Hopkins University, Department of Epidemiology; Right to Care; Cooper/Smith; IMC Worldwide; Jembi Health Systems; and Macro-Eyes. 

The project is USAID’s primary mechanism for strengthening data, technology, and HIS to support HIV activities. Data.FI aims to improve global, regional, and national in-depth analysis of HIV epidemiologic and programmatic data. The analysis can then be directly applied to expedite the achievement of PEPFAR targets. Data.Fi focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well-defined gaps in HIV and AIDS programming and sustaining impact by supporting the transition of activities to local partners.

The M&E Officer is a full-time position based in Mbabane, Eswatini.

 Primary Duties and Responsibilities: 

•Assist the M&E Manager in developing and updating Projects Performance Monitoring Plans as guided by donor requirements.
•Assist M&E Manager to develop and maintain data collection, collation, aggregation and reporting tools. 
•Support data analysis activities to identify trends, patterns, and insights.
•Support the use of innovative technologies, data platforms and CMIS for data collection, management and reporting.
•Assist the M&E Manager in conducting internal data verifications for CMIS data.
•Assist the M&E Manager in designing and implementing of baseline, mid-term and end of project evaluations, surveys, and special studies.
•Contribute to the learning and adaptive management approach by identifying areas for improvement and suggesting modifications to enhance program effectiveness
•Produce workshop reports and manage the training database.
•Produce relevant reports for reporting into relevant national systems
•Prepare weekly referrals issued line listing to share with referrals implementing partner

Required Qualifications:

•Minimum of a bachelor’s degree in Statistics, Social Sciences or related field.
•A minimum of 2 years’ work experience implementing monitoring, evaluation, or research activities, preferably for USAID/PEPFAR HIV & AIDS funded projects in Eswatini  
•Experience with quantitative and qualitative SI data collection, collation and analysis. methods, including tracking outcome indicators 
•Proficiency in Excel, SPSS/STATA, GIS and Microsoft Access.
•Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is required. 
•Knowledge of the logic framework approach to program design and implementation.
•Ability to work independently, take initiative and manage a variety of activities concurrently.
•A strong team player with excellent interpersonal skills 
•Excellent communication and teamwork skills
•Written and oral proficiency in English and Siswati
•Must be legally authorized to work in Eswatini.
