Title: International expert in innovation and digital health for Project KSV/022

Starting date: 01.11.2023

Duration: 36 months

1. BACKGROUND

The proposed project, KSV/022 - "Innovative and quality health services in Kosovo," aims to enhance access to high-quality healthcare services for the general population of Kosovo. The project's specific objective is to establish a Knowledge, Learning, and Innovation Centre for Kosovo (KLICK) to improve the quality of health services. By achieving these objectives, the project aims to enhance the overall health status of the population, including marginalized and vulnerable groups.

The project focuses on improving clinical care while also emphasizing the prevention of illnesses, particularly non-communicable diseases (NCDs), and promoting good health practices. It aims to modernize healthcare management and provide new skills to health professionals, ultimately improving the quality of health services at all levels of the public healthcare system. The project also recognizes the importance of human resources in health and their role in managing NCD prevention and treatment.

The project addresses several priority gaps in the health system, including the poor quality of care in the public sector, the increasing prevalence of NCDs, the need for effective human resource management, the inadequacy of training modalities, and the necessity of digitalization in the healthcare sector.

To achieve its objectives, the project is structured around establishing KLICK within the Kosovo Hospital and University Clinical Services (KHUCS). KLICK will promote digitalization and innovation in healthcare, focusing on providing modern healthcare and e-health services in priority areas, improving clinical competencies of health professionals, and continuously enhancing healthcare quality through innovations.

The three results of the project are: 

·     Result 1 - an innovation lab is set-up in KHUCS 

·     Result 2 - e-health services managed by properly trained health professionals are made available to the population 

·     Result 3 - mechanisms for continuous and long-term improvement of healthcare quality through innovations are in place 

 

The maximum budget allocated by the Luxembourg Government for the project is 6 million EUR, and the proposed duration is three years. The project is scheduled to begin in the third quarter of 2023.

The project will be managed by a full-time program manager (PM) based at KHUCS in Pristina, supported by a team of management and technical experts, both international and national, who will be involved on a long-term or short-term basis. LuxDev will directly manage the project, with potential operational partnership agreements (OPAs) formed with national and international partners such as the Doctor Chambers and the Luxembourg Institute for Health (LIH).

2. OBJECTIVES

Under the direct supervision of the PM, in close cooperation with the project’s team, the Expert will be responsible to provide support in the development and operationalisation of all project activities related to results 1 and 2. His/her functions include:

·     the support in the development, preparation, and planning of project activities related to results 1 and 2;

·     the technical and expert support of research and sustainability activities related to results 1 and 2;

3. RESPONSIBILITIES

The innovation and digital health expert will have the responsibility to:

·     support project activities within results 1 and 2;

·     provide technical and expert support to activities related to results 1 and 2;

·     support the development and planning of results 1 and 2 activities during the inception phase;

·     advise on activity implementation strategies and arrangements related to results 1 and 2;

·     deliver inputs in the required quantity and quality to ensure the high quality and timely implementation of approved project activities;

·     provide direct technical assistance and expertise in the set-up of the innovation lab;

·     provide direct technical assistance and expertise in the establishment of the e-watch platform;

·     provide direct technical assistance and expertise in the establishment of the innovation incubator;

·     provide direct technical assistance and expertise in the development or training and simulation programs using digital tools;

·     provide direct technical assistance and expertise in all the steps related to the deployment of e-health services for priority NCDs;

·     prepare progress reports.

4. PROFILE

·     postgraduate degree in medicine and/or public health and/or digital engineering applied to health;

·      at least seven years of experience in digital health;

·     work experience in development cooperation projects is considered as an asset;

·     excellent spoken and written English skills;

·     ability to plan, design, organise and implement research and technical support activities;

·     excellent communication and facilitation skills.
