Position Duties and Responsibilities
The MEL Specialist will provide technical assistance on monitoring and evaluating project activities. The MEL Specialist will provide short term support to local and global grantees (up to six) implementing education-related interventions, with a particular focus on Children in Displacement. Activities will take place in Uganda over a four-year period.
The MEL Specialist will be based in Uganda and support NORC and grantee partners staff with the development of project and activity-level indicators, theories of change, and MEL plans to be incorporated into the Challenge Program MEL framework. S/he may be tasked with capacity building of grantee staff, reviewing monitoring and evaluation data, including baseline data collection and performance indicator data, and integrating participatory approaches and local actors into MEL activities. S/he will also be responsible for serving as liaison with the local Client office.
The MEL Specialist may also assist NORC with data quality audits and site visits to assess data quality and activity performance and may be asked to support an evaluation.
Required Qualifications

Master’s degree with a minimum of 5 years of experience designing and implementing monitoring systems of complex development projects or bachelor’s degree with a minimum of 8 years of experience.

Professional experience working in Uganda.

Experience in indicator development (including context indicators), data collection and analysis, data quality assessment.

Experience developing theories of change, results frameworks, and M&E plans for international development programs.

Experience in the area of education, displaced children and socio-emotional learning.

Knowledge of the local education system.

Experience with learning, training and other capacity building activities.

Excellent teamwork, interpersonal, communication, presentation, and facilitation skills; and

Fluency in written and spoken English
Preferred Qualifications

Ugandan candidates preferred.

Experience in participatory approaches to MEL

Experience applying GESI approaches to MEL
