Project name: Attractive and efficient Public Administration – AEPA – Reengineering of Public Services in the Real Estate Cadaster in Moldova

Project status: Ongoing. The assignment will be with immediate effect until the end of March 2027, for approx. 10 to 15 days per month. 

 

Short projectD description:

Dorsch Impact is responsible through his key expert team and expert pool for providing following deliverables and services within the scope of the following work packages:

Deliverables:

a. Mapping and analyzing service delivery processes as well as key enabling processes supporting delivery of the services undergoing reengineering;

b. Designing, in conjunction with the IP CBI, future work processes taking in consideration the existing Methodological Guide on Public Service Reengineering and appropriate best practices;

c. Analyze and propose optimization measures for the organizational structure of the beneficiary institution;

d. Assist IP CBI in the process of development of necessary legislative amendments for implementing new processes (at the level of law and government decision), develop corresponding Technical Specifications for the ICT project component;

e. Assist the IP CBI in the process of piloting through simulation of the reengineered public services;

f. Develop a change management set of actions as well as the set of messages for internal and external use by the leadership of the IP CBI;

g. Develop the ToRs or technical specifications of the information systems to be developed and used in service delivery process in particular, technical specification of the Information System Registry of Real Estate in line with the concept approved by the Government.

 

Job description:

The business analyst is responsible for the process analysis related to the public services under reengineering as well as tasks related to business analysis of the processes supporting the delivery of public services undergoing reengineering (Geospatial Data Management, IT Services and Infrastructure, and Training and Professional Development):

Undertaking the business analysis of the process of delivering the public services under reengineering;

  • Analyse end-to-end service delivery processes (front-office and back-office) related to cadastral services.
  • Identify and assess enabling/supporting processes that impact service delivery (data management, IT support, infrastructure, training).
  • Collect and validate information through document review, interviews, and working sessions with IP CBI staff.
  • Ensure analytical coherence across domains in close coordination with IT, HR, legal, and cadastral experts.

Describes the business processes using BPMN language;

  • Model AS-IS and TO-BE processes using BPMN (ISO/IEC 19510) notation.
  • Develop process diagrams clearly showing roles, decision points, handovers, and system interactions.
  • Ensure process models are understandable for both technical and non-technical stakeholders.
  • Use BPMN-compliant modelling tools as agreed at project level.

Propose optimizations;

  • Identify bottlenecks, redundancies, and non-value-adding activities in current processes.
  • Propose realistic process optimizations aimed at efficiency, transparency, and service quality improvement.
  • Align proposed optimizations with legal, institutional, and operational constraints.
  • Validate proposed changes through workshops and review sessions with IP CBI and the project team.

Measure the impact of the proposed changes;

  • Estimate qualitative and quantitative impacts of proposed optimizations (time, workload, process efficiency).
  • Contribute to the definition of performance indicators related to service delivery improvements.
  • Provide analytical inputs on resource implications in coordination with the HR and IT experts.
  • Support evidence-based decision-making without assuming responsibility for detailed financial modelling.

Develop functional specifications and non-functional specifications for new systems based on identified operational needs.

  • Translate TO-BE processes into functional and non-functional system requirements.
  • Define operational needs from a business perspective, ensuring traceability to process models.
  • Work in close coordination with the IT expert on requirements consolidation.
  • Ensure specifications are consistent with the reengineered processes and service delivery objectives.

Analyse business processes supporting the delivery of public services  (Geospatial Data Management, IT Services and Infrastructure, Training and Professional Development)

  • The analysis of supporting/enabling business processes will be conducted in direct relation to the cadastral public services under reengineering, focusing on how these processes enable, constrain, or impact end-to-end service delivery.
  • The Business Analyst will assess enabling processes to a level of detail proportionate to their relevance and impact, with the objective of identifying key dependencies, bottlenecks, and improvement needs affecting service performance.
  • This analysis will rely on targeted reviews of documentation, interviews, and working sessions, and will be carried out in close coordination with the IT, HR, legal, and cadastral experts, avoiding duplication of detailed domain-specific analyses.
  • Detailed redesign or optimisation of enabling processes will be proposed only where necessary to ensure feasibility, coherence, and sustainability of the TO-BE service delivery model.

 

Detailed Requirements

Education: University degree - Master or equivalent diploma - in computer science or business management.

General professional experience: 5 years of work experience in business process analysis. 3 years of professional eperience in Republic of Moldova.

Specific professional experience: 6 years of professional experience in using BPMN/UML language in reengineering of public service delivery or reforming of public institutions and development of technical functional specifications for IT instruments/systems.

Languages:
Fluent in Romanian (C1) and English
