KE and NKE Experts: Provision of Services for a Programme-level Evaluation of the ICMPD Migration Partnership Facility

GDSI is looking for a Key Expert and Non-Key Experts for the tender for the provision of services for a programme-level evaluation of the ICMPD Migration Partnership Facility.

The goal of the tender is to evaluate the results of Migration Partnership Facility (MPF). MPF’s overarching focus is on enhancing migration-governance systems and multilateral cooperation in line with EU policy. MPF has operationalised this focus into two specific objectives:

·        To enhance migration policy, legal frameworks and practices

·        To increase multi-lateral cooperation in line with the external dimension of the EU migration policy.

The purpose of the evaluation is to assess (i) the results achieved under MPF and (ii) how MPF contributed to these results.

The intended start date is the 1^st of November 2023 and the period of implementation of the contract will be 50 months.

We are looking for experts with the following profiles:

KE1: Lead Evaluator

Required Professional Experience

• a minimum of 15 years of evaluation experience and expertise of international programmes including EU-funded programmes;
• skills in multiple evaluation approaches and methodologies, qualitative and quantitative analytical skills;
• significant experience in the migration or closely related field;
• specialist expertise in core MPF themes would be an asset, in particular (1) legal migration and mobility, and (2) border management; and also (3) trafficking in human beings, (4) return and re-integration, and (5) migration governance;
• previous experience evaluating funding facilities similar to MPF would be strong asset.

 Non Key Experts

 Professional Experience:

• 10 years+ experience (min 5 projects) on migration issues;
• expertise in core MPF themes: (1) legal migration and mobility, and (2) border management; and also (3) trafficking in human beings, (4) return and re-integration, and (5) migration governance;
• experience conducting rigorous impact evaluations of international programmes as well as with multiple evaluation approaches and methodologies;
• analytical skills and extensive experience identifying and effectively communicating evidence-backed evaluation findings supported by appropriate academic qualifications in relevant disciplines;
• strong, demonstrated experience writing clear, accurate, evidence-backed evaluation products including, for example, evaluation design report, technical reports, memos of early findings, as well as translating them into actionable lessons, recommendations, and/or good practices;
• specialist communication skills including in the use of infographics, web/social media content, videos and other products for communicating evaluation findings;
• full working knowledge of English including excellent oral and written communication and drafting skills, and ability to distil key evaluation concepts into accessible language;
• full working knowledge of French, Russian and Arabic. Other European languages would be an asset; 
• demonstrated ability to work cross-culturally and in multicultural environments, as well as across different occupational disciplines.
