Description

The chosen expert will have the crucial role of overseeing the daily management of the team of experts and ensuring the seamless implementation of the project. Their responsibilities encompass maintaining a consistent standard of quality, ensuring timely delivery of outputs, and accurate reporting. The Team Leader will serve as the primary point of contact for the European Union Delegation (EUD) and other stakeholders involved in the project, facilitating effective communication throughout the contract's execution. The Team Leader assumes the role of orchestrating and harmonizing the efforts of the experts across various domains. They will meticulously plan and maintain ongoing communication with the delegation, guaranteeing that the contractual services align with the specified requisites and are delivered punctually. Moreover, they will provide invaluable counsel and support for devising, executing, and evaluating Multi-Annual Indicative Plans, Team Europe Initiative activities, and synchronization with Member States. In instances where necessary, this coordination extends to engaging with the private sector and Civil Society Organizations (CSOs). Place of posting of the team leader key expert is Phnom Penh/Cambodia

Qualifications required:
A minimum of a Master's degree in a field pertinent to law, economics, social sciences, or a discipline directly pertinent to the contract's scope. In the event that a Master's degree is not held, a professional background of no less than 3 years in a closely related field to the assignment and development work, alongside proficiency in at least one of the thematic sectors listed bellow, will be considered as an equivalent alternative. Strong coordination and communication competencies that bridge both technical and conceptual dimensions of pertinent sectors and cross-cutting areas. This capability should be substantiated by prior engagements in multi-sectoral endeavors that involve the thematic sectors outlined above. Exceptional interpersonal skills accompanied by outstanding proficiency in communication, negotiation, and fostering collaborative relationships. The ability to work harmoniously within a team setting is essential. Proficiency in quantitative and qualitative analysis, complemented by adeptness in handling spreadsheets, databases, word processing, and web-based tools. Professional experience required:
General Professional Experience: A minimum of 6 years of professional experience dedicated to development cooperation policy in developing countries, collaborating with governments and/or development agencies. Experience as a Team Leader in projects related to development cooperation funded by the EU. Proficiency in project management, encompassing planning, budgeting, implementation, and progress monitoring. Track record of producing high-quality key documents, including concise correspondence. Demonstrated ability to effectively articulate and defend complex issues and positions to diverse stakeholders both orally and in writing. Familiarity with EU project cycle management procedures (programming, identification, formulation, contracting, monitoring, and evaluation) and other EU development cooperation instruments (such as Twinning, blending, etc.) would be advantageous. Solid comprehension of cross-cutting concerns, such as human rights, gender, environment, and climate change. Specific Professional Experience: Preferably, involvement in at least one EU-funded project or program in a leadership capacity, demonstrating knowledge of EU project management procedures. Expertise in one of the thematic domains pertinent already mentioned. Relevant work experience within South East Asia. Familiarity with Cambodia would be a valued asset. Language Skills: Exceptional proficiency in both written and spoken English. Strong aptitude for reporting and writing tasks.
