Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.In Libya, UN Women has strengthened its presence by responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Women Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts, will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities, and interests of Libyan women across their diversities;

With a fragile political and economic environment that followed a decade of political conflict, the political divisions in Libya have deepened. The country is currently divided by two parallel governments, with separate security apparatuses, a divided central bank and growing discontent over unequal allocation of Libya’s oil and gas revenues. It is essential that women are part of the solutions to these challenges in all tracks, including through representation in legislative and executive bodies;

Libyan women face major challenges when it comes to political participation. In the 2012’s House of Representative elections, only one woman was elected out of 120 seats. In the 2014 elections, women had 32 seats in the HoR out of 200, and 16% reserved seats. Currently, the thirteenth constitutional amendment, increased the female to 20%. The amendment was issued by the HoR in February 2023, adopting a dual chamber system consisted of the House of Representatives and the Senate, together with an executive authority headed by a president. Nevertheless, women candidates and voters are further marginalized due to societal norms and lack of access to information and finance to their campaign. Despite efforts of securing a female quota in the HoR, studies show that women are disproportionately impacted by ongoing conflict and therefore have less access to political participation;

In light of this, UN Women Libya would like to engage with a qualified candidate to design and provide capacity-building training to potential women candidates for elected office and elected women in three regions of Libya, per the parameters defined below. The consultant will build from UN Women’s research on violence against women in politics (VAWP) and global best practices on training women candidates to design and roll out a tailored set of trainings in Libya with focus on two locations: Tripoli and Benghazi. The consultant will respond directly to the Programme Analyst with overall supervision of the Head of Programmes.

Duties and Responsibilities

Under the supervision of the UN Women’s Programme Analyst, and overall guidance of the Head of Programmes, the consultant will be required to:

  • Develop a WPP training module with special attention given to political participation, electoral process, sovereign institutions, and their mandate; recognize different roles between political participation at the national and local levels; understand legal frameworks that regulate political participation at the national and international level;
  • Provide training sessions and capacity development support to 150 women potential candidates and elected women in the selected areas using UN Women approved WPP curriculum;
  • Develop a final report and recommendation of the training session for final delivery;
  • * Consultant is expected to be equipped with all materials and equipment needed to perform their tasks for example laptop,software etc..

    Deliverable 4

    Deliver final report of the training sessions, including Frequently Asked Questions (FAQs), Pre and Post-tests analysis, and recommendations from participants and lessons learned during the training.

    Develop a final presentation and deliver a briefing on the training results to necessary stakeholders.

Required Skills and Experience

Education

  • Master’s Degree in human rights, gender/ women’s studies, international development/ Law, or a related field is required;
  • A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  

Experience

  •  At least 7 years of relevant work experience in Governance, Women's Political Participation, elections, and electoral violence is required;
  • Previous experience and/or familiarity with the UN system in similar/related assignments is an asset;
  • Proven knowledge of electoral systems is an asset;
  • Previous work experience in Libya’s electoral context is an asset;
  • Previous work  experience in providing training and capacity building on gender-related issues is an asset.

Language Requirements

  • Fluency in both written and spoken Arabic is required;
  • Fluency in English or French is an asset.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 100% (100 points)

  • Language: 30 points
