Project description

GFA is now looking forward to tendering for the EU4U Technical Assistance and Advisory Services Programme Management Support 2023/S 116-362364 in Ukraine and Moldova.

In March 2023, the EIB Board of Directors approved the EU for Ukraine Initiative (‘EU4U Initiative’) to support priority recovery, resilience investments, and EU accession process in Ukraine in the short and medium term.

This Initiative includes an allocation of up to EUR 100 000 000 for technical assistance and advisory services (TAAS) for immediate needs as well as reconstruction efforts and accession support in Ukraine and Moldova.

This service contract will provide programme management support to the EIB to efficiently deliver the TAAS programme and achieve its expected results.

Working closely with the EIB's teams based in Kyiv, Chisinau and Luxembourg, the scope of the selected consultant will include all the necessary support for planning, preparation (including drafting Terms of reference), procurement, monitoring, capacity building, compliance and reporting on the activities undertaken as part of the TAAS programme. The EU4U TAAS will finance several technical assistance operations to address recovery and resilience needs in the infrastructure, financial, private sectors as well as other transversal activities. It will also support the two countries in their path to accession.

The objective of this service contract is to support the EIB in managing and monitoring the technical assistance and advisory services programme (TAAS) of the EU for Ukraine (EU4U) Initiative. This EIB-led initiative will support priority recovery and resilience investments as well as EU accession process in Ukraine and Moldova in the short and medium term.

The contract will have an initial duration of 4 years and may be extended in time and budget.

Qualifications and skills

  • High proficiency in English and working knowledge of Russian, Ukrainian
  • Relevant degree in finance/engineering/economics or equivalent
  • Demonstrable relationship skills (experience establishing maintaining relationships with high-level contacts in industry, financial institutions, investors, donors, government), pro-active personality, and excellent communication and inter-personal skills.
  • Excellent drafting, communications, and team work skills.
Professional experience
  • At least 10 years of experience in the set-up and management of a sizable international cooperation programme including the following features:
  • Project management, financial advisory, investment management
  • Identifying and mitigating risks and structuring projects to make them bankable
  • Municipal infrastructure finance (buildings, heating, water, transportation)
  • Hands-on knowledge of Project cycle management, in particular for IFI-funded projects.
  • Attracting investment from donors and or private sector
  • Cooperation with EU programmes
  • Experience with the implementation of programmes in Ukraine, Moldova, Eastern Europe, and Western Balkans.
  • Experience in the development and implementation of knowledge management activities.
