Under the CSM-STAND initiative, the Chief of Party (COP) will lead a five-year USAID-funded project in El Salvador. The COP will be a creative and dynamic leader, overseeing all staff and project implementation to ensure that objectives are met on time and within budget.

Your Background & Skills
- Bachelor’s degree in Education, Economics, Public Administration, Business Administration, International Development, or a related field. Master's degree highly preferred.
- Minimum of (15+) years of relevant experience.
- Demonstrated track record of achieving results in civil society strengthening or media development.
- Demonstrated experience and/or understanding of the civil society context and media landscape system in El Salvador is required.
- Ability to establish strong working relationships and collaboration with media and civil society leaders as well as international donors and other stakeholders.
- Proven leadership qualities and excellent management skills.
- Professional fluency in English and Spanish required.
- Demonstrated track record of achieving results in civil society strengthening or media development.
- Demonstrated experience and/or understanding of the civil society context and media landscape system in El Salvador is required.
- Ability to establish strong working relationships and collaboration with media and civil society leaders as well as international donors and other stakeholders.
- Proven leadership qualities and excellent management skills. Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance projects (with strong preference for past USAID-funded project management experience).
- Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives in compliance with USAID rules and regulations.
- Strong representational and organizational skills.
- Experience implementing low-profile projects in non-permissive environments highly preferred.

- Experience in El Salvador or the Northern Triangle is preferred.
- Professional fluency in English and Spanish in both written and oral communication.
- Ability to speak English and Spanish is required.
- Must demonstrate valid proof of unrestricted work authorization in El Salvador.
Your Daily Tasks
- Provides strategic and technical leadership to the project; deploying innovative and adaptive project implementation that engages a wide range of stakeholders.
- Ensures project activities are efficiently implemented on schedule and within budget; responsively adapting to changes and lessons learned throughout implementation.
- Oversees monitoring, evaluation, and reporting of project activities as well as facilitate learning and improvement across activities and amongst key stakeholders.
- Communicates effectively and coordinates relevant activities with CSM-STAND Leadership as needed.
- Drafts and implements implementation plans.
- Leads the drafting of complex documents, including program reports and evaluations;
- Develops, reviews and provides quality control of practice technical products (e.g. manuals, papers, toolkits);
- Serves as primary liaison between IREX and USAID for this program, as well as other IREX’s regional offices, and relevant stakeholders.
- Provides strategic direction and technical leadership for the programs, ensuring deliverables are technically sound and submitted in a timely manner.
- Cultivates and fosters programmatic vision for staff, partners, stakeholders, and beneficiaries
- Serves as the principal liaison with USAID, as well as with other donors and implementers, and civil society partners, project beneficiaries, and other stakeholders.
- Develops and maintain effective partnerships with local, regional, and international organizations.
- Represents IREX and the program in public forums and events.
- Complies with the program’s branding and marking strategy
- Oversees project budgeting, financial management, and compliance.
- Oversees monitoring, evaluation, and reporting of program activities.
- Represents IREX publicly and support its organizational development.
- Participates in new business efforts as relevant.
- Ensures team cohesion at the office in El Salvador and a good working relationship with IREX home office.
- Supervise, manage, and mentor project staff and work in close coordination with IREX’s home office.
- Promote policies and procedures in adherence with IREX’s DEI values and objectives at the local office.
- Other support duties as needed.
