Final Evaluation of the European Union Policy Outreach Programme Indonesia - 2 Experts CAT I

We have just received a request from the EC that might be of interest to you: Final Evaluation of the European Union Policy Outreach Programme Indonesia ‘EUPOP Indonesia’ (RfS. 21040), as part as the Lot 2: Technical assistance. 

The assignment is home-based.  

Mission(s) outside the normal place of posting and duration(s): Indonesia, ten working days 

The indicative start date is 11/11/2023 and the period of implementation of the contract will be 180 Day(s) from this date (indicative end date: 09/05/2024).  

Global Objective 

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:  an overall independent assessment of the performance of the ‘EU Policy and Outreach Partnership Indonesia’, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results  key lessons learned, conclusions and related recommendations in order to improve current and future interventions. 

The expertise required for the implementation of the specific contract is detailed below:  

2 Experts - Cat. I (<10 years of experience) 

Qualifications and skills required: 

• University degree, at least a Master Degree (or equivalent) in one or more of the following fields: social or political sciences, law, public administration or any other relevant discipline.   

General professional experience: 

• The team shall consist of two category I experts with, cumulatively, at least:  

•  Ten years of experience in implementing public diplomacy and/ or strategic communication actions, preferably in Asia, and preferably EU actions 

Specific professional experience: 

• The team shall consist of two category I experts with, cumulatively, at least:  

•  Ten years of experience in evaluation of at least four EU-funded actions, preferably in Asia, preferably including evaluation of EU public diplomacy actions;  

Language skills of the team: All members of the team shall possess level C2 skills in listening to, speaking, and reading the English language. Any member of the team involved in writing reports shall possess level C2 skills in writing the English language. Passive understanding of the Indonesian language would be an advantage.
