Advisor -- Asia Pacific

The National Democratic Institute (NDI) seeks an Advisor to support its democracy development programs in the Asia-Pacific. This position will support key management tasks and provide guidance on operational, compliance and grant administration issues. The Advisor will be based in Washington, D.C. and report to the Regional Director. This full time position is expected to start in October 2023.

Essential Accountabilities/Responsibilities:

Adhere to NDI's organizational values, standards of conduct, policies and processes, and any other established expectations for NDI employees, including those related to performance, i.e. goals and position description accountabilities/responsibilities such as those presented herein.

  • Work with program and country teams on program grant and program operations planning;
  • Work with program and country teams on local compliance and registration issues, and support staff in standardizing best operational practices in country offices and DC;
  • Support personnel and recruitment processes in partnership with Human Resources/Recruitment for the Asia-Pacific region. Ensure compliance with NDI policies and applicable laws;
  • Contribute to the professional development of staff on the regional team, in headquarters and the field offices, in consultation with the Regional Director;
  • Support staff in reviewing regional banking and financial management issues, and updating approaches to more efficiently implement accounting responsibilities, track and reconcile budgets, and manage procurement procedures;
  • Work with program teams on country program start-up and closeout processes;
  • Assist regional staff with the development and execution of outreach strategies with donors, government agencies and other stakeholders;
  • Support the updating of country office risk management and security plans and share best practices among offices, in coordination with NDI's global security and operations team;
  • Update regional systems and procedures; streamline existing processes; and harmonize documents and policies, including teamwide tracking systems;
  • Support NDI's program operations, including offshore programs, as needed;
  • Perform other duties and projects as assigned.

Required Qualifications:
Education

  • Undergraduate degree, preferably in nonprofit management, business administration, or a related field; additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis

Experience

  • A minimum of 10 years of relevant operational experience encompassing familiarity with program operations, compliance, administration, and security;
  • Demonstrated ability to work in a collaborative, multi-disciplinary organization, collaborating with colleagues across teams for joint program implementation; prior relevant field experience is highly desired;
  • Strong analytical approaches to problem solving combined with practical on-the ground program implementation; demonstrated ability to proactively identify procedures and policies to improve information sharing, knowledge management, and the overall efficiency and organization of regional programs and activities;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff;
  • Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English;
  • Knowledge of USAID and other donor regulations preferred and ability to analyze and interpret government and organization rules and regulations;
  • Ability to manage multiple tasks simultaneously; follow through on multiple tasks in a fast-paced work environment; meet deadlines; complete tasks with minimal oversight;
  • Excellent organizational skills and strong attention to detail;
  • Capacity to work both independently and as a member of a team;
  • Working knowledge of PC-based word processing and spreadsheet applications; experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired;
  • Advanced proficiency in Microsoft Office to include Word, Excel and PowerPoint; knowledge of Google Suite tools preferred.

Work Environment

This position generally is performed in an office environment and may be suitable for partial telework. Occasional evening and weekend work may be required. Some international travel is required in this role, approximately 20% to NDI program country locations. These locations may require significant time and varying modes of travel. Designated locations also may at times be considered less secure and with greater risk to NDI employees.

Physical Requirements

  • Speaking/hearing-to engage orally in conversation with others and conduct presentations.
  • Seeing-to effectively use a computer screen and for reading and interpreting printed materials, memos and other paperwork.
  • Reaching/handling-to input information into computer systems and retrieve and work with appropriate paperwork, equipment and supplies.
