“The Project Supervision Consultant (PSC) for the Baucau Municipal Capital Water & Sanitation Project.”

The Government of Timor-Leste has obtained a loan from the World Bank (WB) for “the Baucau Municipal Capital Water Supply and Sanitation Project” (the Project). The project will support the Government of Timor-Leste in providing safe, reliable, and affordable water supply and sanitation. 

Construction Supervision Service -  Team Leader – Supervision Engineer

Project Manager Team Leader (long-term) – a Senior water supply and sanitation Engineer or Civil engineer, preferably master‟s degree, with at least 15 (fifteen) years of total professional experience, who has proven to be a Project Manager or Team Leader. Have worked on multilateral funding (preferably World Bank funded project), overseeing multi-disciplinary teamwork involving environmental and social dimensions, stakeholder engagement, master planning, DED, and capacity building. Registration with a professional institution and relevant training will be considered an advantage.
The expert has completed at least 6 (six) similar (relevant) urban Water & Sanitation
assignments.
The expert has at least seven years of experience in the Asia Pacific Region. Work experience in Timor-Leste and knowledge of the administrative system and government organization is advantageous.
Responsibilities:
Overall team leadership to ensure the PSC team members carry out their duties and responsibilities carefully and professionally. Balance and optimize the team members‟ inputs schedule to maximize the project outputs within the contract duration. Review and validate whether the DED modifications were fully addressed during the DED. All project reports, manuals, SOPs, and business models of FSTP are fully consulted, socialized, prepared, and submitted in a timely manner. The training plan to target the national consultant and BTL, E.P personnel at the municipal capitals will be implemented as planned.

Work experience in the Asia Pacific Region, Timor-Leste, on multilateral development-funded projects such as World Bank and ADB is an advantage.
All key experts (KE) and specialists communicate and write in English, acquire working fluency in Tetum, Portuguese or Indonesian language is an advantage. The Team Leader position is a long-term Baucau-based position.
