Information:

CBM Ireland is looking for applications from candidates interested in advocacy and capacity building on disability-inclusive climate justice in Ireland, Europe, and the Global South. CBM Ireland is an international development organisation, committed to improving the quality of life of persons with disabilities in the Global South. As a dual-mandate organisation, we promote inclusive development and humanitarian action. We create concrete and sustainable change for and with people with disabilities, their families and communities through our three vehicles of change: community-based programmes, inclusion advisory and advocacy. Globally, our advocacy priorities focus on: inclusive climate justice, improved data for persons with disabilities, equitable access to health and community services, and the need for disability inclusive humanitarian policy and response. Through our advocacy, we influence a shift in policies and practices so that they are disability inclusive.

The Role: Disability Inclusive Climate Justice Lead

Reports to: Advocacy Manager

Hours: full-time, in-person, 4 years fixed-term contract (with the possibility of permanent employment)

Based: CBM Ireland office in Dublin

About the role: In this exciting role, you will strategically advocate for disability inclusive climate action. You will analyse the issues, devise clear strategies for funding/sub-granting and capacity building of OPDs/DPOs and policy solutions, ensure grants reach out the strategic entry points, and work with partners and in civil society networks for effective change. You will lead the implementation of CBM Ireland’s responsibilities under the EU DEAR Funding Fairer Future (FFF) project, which would substantially contribute to shaping CBM Ireland’s future advocacy on disability inclusive climate justice. You will also lead in capacity building of other consortium members, ensure effective collaboration with partners, OPDs, and other stakeholders who engage in project implementation. As part of wider advocacy team, the position holder will be involved in rolling out CBM Global federation’s climate roadmap as it pertains to the FFF project. Funding Fairer Future (FFF) is a consortium or five international organisations with Climate Action Network (CAN) Europe as lead and funded by EU-DEAR. CBM Ireland will lead the inclusion theme, ensure the small grants provided by all partners reach organisations of people with disabilities in Ireland, Europe and the South that are underresourced and promote disability inclusion across the consortium space.

About you

To carry out this exciting role:

  • you will have the ability to analyse climate justice as human rights, identify relevant political issues and devise appropriate solutions, especially solutions by putting people with disabilities and the OPDs in the forefront;
  • you will be a strategic thinker and an effective advocate, skilled at communicating complex policy issues to different audiences and decision-makers;
  • you will have excellent report writing skills;
  • you will have strong partnership, capacity building and networking skills;
  • you will have experience of and or solutions for sub-granting to small organisations of persons with disabilities, individuals and social movements;
  • you will be an innovative facilitator and creative leader who is able to collaborate with OPDs/DPOs and diverse civil society organisations;

What will you do:

  • Provide technical and operational leadership of the EU DEAR-funded FFF project portfolio of CBM Ireland;
  • Coordinate relationships between consortium members using appropriate collaboration tools; - Deliver project to an exemplary standard, meet all targets as detailed in the project design; Submit high-quality reports on time, meet the needs of all stakeholders;
  • Support the evidence-based advocacy work of CBM Ireland that promotes the rights of persons with disabilities; - Liaise with advocacy colleagues engaged in climate justice across the CBM Global family and represent CBM Ireland with stakeholders in Ireland, Europe and the Global South;
  • Network with relevant stakeholders in and outside the Irish & European climate, humanitarian and development sector;
  • Monitor and evaluate project implementation in accordance with the project agreement, managing reporting by consortium members and collating all information for reporting to the EU;
  • Work closely with the Finance Manager and Lead partner’s Project Coordinator in managing the finances and budget for the project;
  • Work closely with the Programme Manager in ensuring the adherence to best practice in institutional fund management and coherence of programming and advocacy;
  • Oversee the promotion of the EU DEAR initiative paying specific attention to the importance of dissemination, exploitation of results of the action and to their visibility at global level;
  • Ensure CBM Ireland compliance with donor requirements under the FFF project;

Requirements

Essential

  • Experience of working on disability inclusion and a strong understanding of disability policy discussions at national and European level;
  • Strong understanding of climate justice as a human rights and social justice issue. Experience incorporating disability inclusion in climate programming, through integrated and targeted approaches;
  • Demonstrable experience of managing multi-year institutional funding grants;
  • Experience in working in a consortium context;
  • Project Management:
    • Self-starter, can manage project with minimum supervision;
    • Donor and management reporting skills;
    • Manage relations with consortium partners;
    • Ensure compliance with donor funding requirements and establish systems and processes as needed;
    • Ensure learning sharing both internally and externally;
  • Financial Management:
    • Financial management skills including programme budgeting and financial reporting;
    • Grant-making/Sub-granting to various types of partners;
  • Ability to advise on disability inclusion in climate justice and influence both external actors and internally across CBM Global’s strategies, programmes and learning processes;
  • Experience in working with the Organisations of Persons with Disabilities (OPDs/DPOs);
  • Experience developing training materials and providing training. Experience in capacity building initiatives, engaging OPDs/DPOs in capacity building is a plus;
  • Fluent in English at a standard to allow drafting of technical documents;
  • Ability to represent CBM with donors, other INGOs, entities and other external institutions;
  • At least five years of experience in INGOs or equivalent; • Willingness to travel to programme locations internationally

Desirables:

  • Knowledge of EU climate programming, funding strategies and requirements;
  • Experience in Global Citizenship Education (GCE)/ Development Education (DevEd) sectors;
  • Knowledge and experience of UNFCC processes, climate financing mechanisms, programmes, and sources;
  • Experience in research and publication; - User of social media and digital communication.

Qualifications:

  • Degree in disability studies, social policy, human rights field;
  • Associated degree in climate change is an advantage;
  • Equivalent experience working on these issues acceptable also.

Safeguarding: People, especially children, youth and women with disabilities and other population who come into contact with CBM Ireland’s work must be safeguarded from actions that place them at risk of exclusion, abuse, sexual exploitation, injury and any other harm. CBM Ireland will carry out rigorous background checks in the selection process.

Remuneration and other benefits:

- Annual salary: €44,000

- Annual leave: 22 days per annum - Flexi-time policy in place
