Director of Grants and Financial Analysis, USAID/Bangladesh Strengthening Local Level Health Systems Activity (SLLHS)

Summary

The Director of Grants/Finance will provide day-to-day high quality grants management and finance support to USAID’s SLLHS Programs. S/he will provide budgeting support and financial monitoring for programs in Bangladesh with particular attention to: managing budgets, sub-grants, contracts, and financial reports. The Director will be managing program expenditures and working directly with SCUS Grants/Finance Manager and other stakeholders  to assure the fiscal integrity of the SLLHS program. S/he will lead the development of budgets and contribute to proposal development as needed. S/he will provide financial oversight of Programs.  S/he will maintain regular communications with the technical and program team to build the capacity of staff assigned to support SLLHS and will ensure timely and accurate reporting to donors.

The Director will be responsible for preparing detailed budget and financial reporting for the SLLHS programs. S/he will ensure timely and accurate donor and organizational compliance issues, coordinate with Sub-Recipients for fund disbursements, and monitor and prepare reports for clarifications to Donors. S/he will also be responsible for building capacity of Sub Recipients on financial management. S/he will also be responsible for coordinating NGO Affairs Bureau approval and compliance for add-on grants and will work closely with the SCUS finance and grant staff to ensure accurate and timely financial reporting.

Hiring is contingent upon successful award of the project and USAID approval of the proposed candidate.

What You’ll Be Doing (Essential Duties)

• Prepare and circulate SLHS and related project annual budget guidelines to all Unit Heads and Project Managers/Directors/IAMs.
• Review and supervise the preparation of related project quarterly budget forecast, pipeline, accrual report, and timely submission to COP, Country Finance Director, and SCUS Grants/Finance Manager.
• Prepare monthly fund expenditure report for the COP.
• Under the supervision of SCI Finance Director and Chief of Party (COP), the Director will keep track of the Save the Children International Bangladesh office upcoming proposals with standard Save tracking and reporting tools.
• Coordinate with the SCUS HQ Award Management Team, and as needed with SCUS Grants and Contracts Unit. The Director will also coordinate all activities with the Finance Department from start to finish and be involved in the creation and submission of proposals.
• Maintain through self and formal training by reading and exchanging a broad and deep understanding of donor (focus on USAID) policies, regulations and procedures.
• Develop and maintain the appropriate tools to make this knowledge available to SLHS staff, this includes at a minimum of an up-to-date soft and hard library, briefing notes on each grant, and memos on key/recurrent compliance issues.
• Proactively identify compliance risks/issues throughout the portfolio and proactively offer advice to grant focal points and other Bangladesh staff (senior management, finance, procurement, etc.) as relevant – alert senior management on compliance issues when programs or other departments are potentially exposing Save to compliance risks.
• Ensure the monthly expenditure reports are prepared and circulated to Project Managers on time.
• Review the accuracy of all monthly expenditure reports and donor specific financial reports.
• Review with SCUS Award Manager on a monthly basis the financial status, expenditures, and financial projections for the project.
• Support development of TOR for donor specific audits and request for quote from audit firms and monitor the audit process. Supervise the protection of project assets through internal audit procedures.
• Ensure the due diligence check on identifying and selecting the sub recipient for the project in consultation with program sector.
• Develop necessary tools for selecting the sub-grantee in consultation with respective program sector.
• Review the Sub-Grant funding process and reporting requirements and ensure timely reporting and its adjustment.
• Establish proper tracking system of sub-grants monitored by the Sub-Grants Management team.
• Review and reconcile the expense reports from the sub grantees and report to SCUS in a timely manner.
• Develop capacity of sub-recipients on compliance issues.
• Allocate reporting support workload throughout the unit such as to ensure that grant focal points in the SCI finance department receive the appropriate level of support and that donor reports are produced with a high level of quality (completeness, accuracy and timeliness of submission).
• Review all reports before submission to ensure quality and ensure submission after senior management approval.
• Ensure that all donor reports and reporting materials are appropriately are up-to-date, clean, and consistent soft and hard libraries are available in Bangladesh offices.
• Responsible for financial and operational support to SLHS Project and other work, as determined, tracking unrecorded expenses, burn rate analysis, and budget vs. actual analysis.
• Regular analysis of the transactions to ensure accuracy of charges and coordinate/reclass the incorrect transactions in a  timely manner.
• Manage systems for tracking expenditures and tracking financial reporting.
• Draft, finalize, and manage consultant agreements, consultant financial processing, and MOUs.

Required Qualifications

• Post graduation degree from reputed University, preferably in Finance or Business Administration or similar relevant area.
• At least 10 years of working experience in the field of Financial and/or Grants Management, including at least 5 years in a management position.
• Previous experience in accounting and /or financial management.
• Significant experience in financial management of USAID-funded projects.
• Demonstrated knowledge and experience in accounting, financial planning, and procurement, among other management operation areas.
• Familiarity with USG Cost Accounting Standards with extensive knowledge of computerized accounting systems, accounting software, and Microsoft Office.
• Professional proficiency in spoken and written English.
• Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
• Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.

Preferred Qualifications

• FCMA/FCA/CPA is preferred.
• Previous knowledge of USAID financial reporting.
• Experience in subcontract management.
