Qualifications:
Master’s degree in Project Planning and Management, Monitoring and Evaluation, Statistics, Economics, Transport Economics, Transport Engineering, Social Science, or related discipline.
Experience:
Language:
Proficiency in written and spoken English is mandatory.
Duties:
The M&E Expert of the RISE Project will be responsible but not limited to the following:
i. Design of M&E strategy and work plan for M&E activities that aligned with project components activities.
ii. Identification of training and capacity building needs on M&E to the project implementers as described from the project.
iii. Leading in preparation of RISE Project monitoring and evaluation framework, which will consider the RISE Results Framework including guidelines, tools, analysis, reporting templates, clear procedures on how to calculate/measure the indicators defined, monitor data collection for PIU, TARURA and beneficiaries.
iv. Provide guidance in evaluating projects performance through data capturing, assessments, and reporting protocols.
v. Conduct analysis to RISE Project indicators and recommend on further refinements to the project for required measurement of the project’s outcomes and impacts at the project areas, districts, regional and country levels.
vi. Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture the project's performance and results, including routine service delivery, data reporting, baseline and end-line assessments and all monitoring for process and outcome evaluations.
vii. Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting.
viii. Recommend IT-based knowledge and data management approaches, including the use of participatory documentation techniques to monitor the project.
ix. Ensure that monitoring and evaluations activities are carried out according to schedules and that findings and recommendations are implemented and followed up.
x. Ensure quality of data through data verification procedures, including routine data quality audits in relation to the Districts Roads Management System (DROMAS);
xi. Submitting weekly/monthly reporting as determined by the assignment agreement;
xii. Defining RISE project component’s monitoring activities beyond the RF and develop Key Performance Indicators (KPIs) to be used in measuring the performance of the implementing agencies and the satisfaction of the beneficiaries.
xiii. Develop and implement robust reporting mechanisms;
xiv. Support TARURA and the PIU in the design, development and implementation of a robust impact evaluation of the project.
xv. Produce reports with results of M&E activities by providing written documentation and/or oral presentations about progress toward achieving indicators and targets as appropriate.
xvi. Providing early warning to the PIU team on the circumstances that will cause RISE not to achieve its objectives through implementation of sub-projects activities.
xvii. Ensure the transmission of knowledge to the PIU about techniques, management tools and any other relevant activity as identified in the gaps and capacity building assessment.
