Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
With an overall aim to support BARMM’s agricultural/sea-aqua product production in quality, diversity, consolidation and its response to the needs of the market, the International Organization for Migration (IOM), Food and Agriculture Organization (FAO) and International Trade Centre (ITC) will implement FAIR Value Project under the Bangsamoro Agri-Enterprise Program (BAEP) funded by European Union. The project will focus on agri-fishery communities and smallholder clusters in the island provinces of Basilan, Sulu and Tawi-Tawi (BaSulTa). Key action in ensuring that program interventions are tailored and responsive to the needs of agri-fisheries sectors, a value chain mapping and analysis will be conducted on the early stage of program implementation. The analysis report will further inform the development of the strategic plans of agri-fishery product production clusters (i.e. Rubber, Coffee and Seaweed) to enhance their linkages to other value chain actors and will further guide the ensuing project actions.
Nature of Consultancy: The purpose of the consultancy is to provide technical assistance to the project, Farmer-Fisherfolks Advancement and Integration to Resilient Value Chain Analysis in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) or FAIR Value project through Value Chain Mapping focusing on coffee, seaweeds and rubber industries in the provinces of Basilan, Sulu, and Tawi-Tawi (BASULTA) in BARMM. Building from the available research studies conducted within BARMM, this engagement aims to address the gaps on key thematic areas of information and produce an in-depth study of production distribution processes and map out key sectors, analyze practices, and identify available resources surrounding the identified agri-fisheries industries in the region. The consultant will be stationed in Cotabato City or Zamboanga City depending on the planned activities and needed coordination engagements with the different relevant Ministries, Offices and Agencies in the BARMM. The consultant is expected to produce a comprehensive value chain analysis report to further inform the strategic plans of production clusters and the succeeding project interventions.

Project Context and Scope:
a) Lead the conduct of value chain mapping and analysis of agri-fishery sectors focusing on rubber, coffee and seaweed, including other emerging industries in BASULTA in coordination with BARMM’s Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR), Ministry of Trade, Investment and Tourism (MTIT), Ministry of Science and Technology (MOST), Bangsamoro Planning and Development Authority (BPDA), Local Government Units (LGUs), and other local government agencies. In the whole process consideration and looking into the conflict, climate resilience and cultural (halal) inclusivity in the value chain analysis is very significant.
b) Conduct desk review of available research studies related to value chain mapping and analysis with focus on rubber, seaweeds, and coffee industries.
c) Design and develop mapping tools, survey or interview questionnaires and data collection procedures (e.g., focus group discussions, key informant interviews, survey, etc.) in consultation with relevant experts including those from FAO and ITC, Ministries, Offices and Agencies in BARMM and the academe.
d) Train, guide and supervise field teams on data collection activities including consolidation and submission of field activity reports.
e) Map and assess available access to product consolidation, innovation, registration and certification, testing and accreditation, potential investments and access to potential export markets in the region and adjacent areas and provide appropriate and actionable recommendations.
f) Produce comprehensive and quality value chain analysis report and recommendations for the FAIR Value project.
These services shall be provided by the consultant during a period of nine (9) months, starting from 15 November 2023 to 15 August 2024. Conduct of in-person activities is understood to be subject to observance of UN and government security protocols and in coordination with LGUs and local security counterparts.

Category B Consultant hired to deliver a report on a three-instalment payment basis:
1. First Deliverable: Desk review, consultation meetings with key BARMM Ministries, Offices and Agencies, and submission of inception report (First instalment- 20%)
2. Second Deliverable: Develop a research proposal and mapping tools in consultation with relevant BARMM Ministries, Offices and Agencies (Second instalment: 20%)
3. Third Deliverable: Actual data collection/gathering, mapping, and research works (Third instalment: 30%)
4. Final Deliverable: Multi-stakeholders validation workshop and submission of finalized value chain mapping research and analysis report (Final instalment: 30%)
The Consultant will be required to attend online or in-person meetings with the IOM project team and/or stakeholders (i.e. MAFAR, MTIT, MOST, BPDA, LGUs, provincial agencies, etc.) on an ad hoc basis, as well as submit monthly field activity report to provide updates on deliverables and to ensure alignment with other project components. The Consultant will need to travel to BARMM especially in island provinces of BaSulTa to lead the conduct of value chain mapping activities.

Required Qualifications and Experience
Languages
For this position, fluency in English and Filipino is required.
Knowledge of BARMM language is desirable.
Note
The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
