Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for the Arab States (ROAS) exercises UN Women functions at a regional level and in support of UN Women’s engagement in 17 countries across the region. Drawing on UN Women’s triple mandate, ROAS promotes the realization of gender equality and the empowerment of women through active engagement across the UN Women Global Strategic Plan (2022-2025). The ROAS Strategic Note 2022-2025 includes a comprehensive and innovative monitoring and reporting framework to measure and report on transformational results at the regional level, including in those countries where UN Women is a regionally based entity. ROAS engages with regional and global inter-governmental processes to ensure gender equality is an integral part of norms and standards and promotes women’s full participation and leadership in policy processes and gender-responsive governance systems, including gender statistics. ROAS aims to advance supportive regulatory frameworks for promoting decent work and enterprise development, including for women migrant workers; and promotes private sector engagement and the Women’s Empowerment Principles. Focusing on prevention and response, ROAS works to eliminate violence against women. ROAS’s programming takes a gender-responsive approach to the prevention of violent extremism and supports the integration of gender considerations into humanitarian action and to advance the women, peace, and security agenda.

Monitoring and Reporting play a central role in assisting ROAS’s in the implementation of the Strategic Note/Biannual Work Plan, internal reporting processes, and donor reporting. The work supports the ROAS senior management’s oversight of Country Office periodic and annual reporting (via the Results Monitoring System - RMS) and supports strengthened programming results through support to the development of results frameworks and monitoring plans and tools to monitor and report on progress and supports monitoring and reporting capacity of UN Women personnel in the RO and Country Offices in the Arab States region.

Duties and Responsibilities

Under the supervision of the Coordination Specialist and overall guidance of the Deputy Regional Director, the Monitoring and Reporting consultant will,

  • Provide high-quality monitoring and reporting services to the Regional Office for the Arab States on a retainer basis;
  • Work closely with programme/thematic portfolio leads and the data and results management team to ensure effective, timely and comprehensive implementation of the ROAS Strategic Note monitoring plan and compliance with corporate monitoring and reporting standards. This includes high-quality donor reports, and periodic and annual internal reporting on UN Women’s internal results management systems. Through technical support and targeted sessions provided by the Firm/Team, the overall monitoring and reporting capacity of UN Women in the Arab States region will be enhanced.

Consultant’s Workplace and Official Travel

This is a home-based consultancy, however, in case of travel UN Women will be responsible for the following costs when needed:

  • Travel arrangements for UN Women personnel who will participate in the assignment.
  • Daily sustenance allowance (DSA), airfares, terminal expenses and visa fees for service provider personnel asked to travel on a mission in order to provide services listed in the scope of work.

FUNCTIONAL COMPETENCIES:

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in data analysis, development, social sciences, public administration, gender, or other social science field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience at the national and/or international level in planning, implementation, monitoring, and reporting of programmes is required;
  • Experience in the field of gender and human rights of women is a significant advantage;
  • Prior experience in the UN System will be an asset, particularly in the Arab States region;
  • Excellent analytical skills with a strong drive for results and capacity to work independently.

Languages:

  • Fluency in written and spoken English is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for the financial evaluation. Criteria Weight Technical: 70% (70 points)

I.Education: Master’s degree in international relations, development studies, public administration, gender or other social science field (A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree). Weight is 30% (21 Points)

II.Professional Experience;5 years of progressively responsible experience at the national and/or international level in planning, implementation, monitoring, and reporting of programmes. Experience in the field of gender and human rights of women is significant advantage. Prior experience in the UN System will be an asset, particularly in the Arab States region. Weight 40% (28 points)

  1. RBM, Report Writing, and language Skills; Strong RBM and report writing skills. Proficient in English communication, verbal and writing. Knowledge of the Arabic language is an asset weight 30% (21 Points)
  2. Financial offer; Lowest Financial Proposal: 30% (30 points), the points for the Financial Proposal will be allocated as per the following formula:
  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
