Senior Manager, PPPR Delivery

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 1 billion children and the prevention of more than 16.2 million future deaths.

Pandemic Prevention, Preparedness and Response (PPPR) activities have long been a part of Gavi’s core mandate. The attention, importance, and focus has been sharpened following the central role Gavi has taken in the global response to the COVID-19 pandemic. Since 2020 Gavi has been co-leading the COVID-19 Vaccines Global Access (COVAX) Facility, the vaccines pillar of the Access to COVID-19 Tools Accelerator (ACT-A), and a global risk-sharing mechanism for pooled procurement and equitable distribution of COVID-19 vaccines. The Gavi Secretariat will continue to coordinate efforts with global health partners to support countries’ COVID-19 vaccination ambitions through 2025.

THE ROLE

In December 2022, Gavi’s Board approved an evolution of its current 2021-2025 strategy (“Gavi 5.0”) to reflect the changing context in recent years, now articulated as “Gavi 5.1”. Building on the lessons from the COVID-19 pandemic, Gavi 5.1 recognises the new challenges to global health security and Gavi’s core routine immunisation programs posed by the increasing number of outbreaks of vaccine preventable diseases and includes an evolution of the Alliance’s role in PPPR. As outbreaks of vaccine-preventable diseases, including emerging infectious diseases will only become more likely and frequent in the future, Gavi is building on its current roles and experiences from a country programme delivery perspective and will deepen its engagement in supporting a coherent delivery approach to outbreaks, epidemics, and pandemics (referred to hence forth as public health events (PHE)) of new and emerging infectious disease pathogens and impact of climate change, building on the existing investments and mechanisms for outbreak response against established high impact epidemic prone diseases.

This role will also play an important part in defining Gavi’s position in the 2026-2030 strategic period (Gavi 6.0) in the PPPR space, with a focus on supporting countries to build capacities for delivery in PHE contexts (PPPR Delivery).

Key functions and deliverables:

• Establish a coordinated approach across Alliance partners on PPPR Delivery, including agreement on provision of technical assistance on a country-by-country basis, leveraging the Partners Engagement Framework;
• In coordination with Gavi Secretariat colleagues and Alliance partners, design, establish, and oversee an end-to-end view of the tools and activities that support in country response to a range of Public Health Event (PHE) scenarios in which vaccines are one of the effective countermeasures of a multisectoral response;
• Develop and contribute to the achievement of Gavi 5.1 PPPR Delivery strategic goals and performance indicators;
• Ensure coherence across Gavi, WHO, UNICEF, Africa CDC, and other relevant Alliance partners on areas of interdependency with PPPR Delivery.

MAIN DUTIES/RESPONSIBILITIES

• Lead Gavi’s PPPR Delivery strategy in collaboration with other internal teams and external partners, including identification and implementation of key PPPR Delivery deliverables, development of a workplan, and leadership of strategic discussions and cross-functional working groups, as required;
• Contribute to the Full Portfolio Planning processes, including through coordination of Alliance Partners, to ensure all required PPPR considerations are captured in the 5-year plan for each country;
• Take ownership and drive the development of analyses, facilitation of strategic working sessions, and development of strategic insights and recommendations for the GAVI’s PPPR Delivery strategy;
• Serve as the Country Programme Delivery (CPD) focal point regarding any PPPR delivery funding;
• Lead the development of the PPPR Delivery sections of the Vaccine Funding Guidelines, as well as contribute to any relevant sections of other Gavi guidelines (HSS, etc.);
• Communicate ongoing/ completed/ upcoming PPPR delivery activities across relevant fora in Gavi and the Alliance;
• Provide PPPR Delivery strategy specific briefing to SCMs and other internal stakeholders as needed;
• In the event of a PHE involving a 'Disease X and in collaboration with the Policy team, serve as the focal point and disease area ‘expert’ to internal (e.g., communications) and external stakeholders (e.g., donors).

QUALIFICATIONS

ACADEMIC

• Advanced university degree in Medical or Biological Sciences, Pharmaceutical Sciences, Public Health, or related field.
WORK EXPERIENCE
• Minimum of 8 years in programme, project, or product management experience at global/regional level in healthcare sector (public or private) is necessary – vaccine specific experience is required;
• Public health or development-related experience ideally in both global/regional and developing countries settings;
• Familiarity with multilateral agencies and key public health donors, as well as vaccine manufacturers.

SKILLS/COMPETENCIES

• Extensive familiarity with global health and PPPR related work;
• Solid knowledge of vaccines & infectious disease, and familiarity with the key public health stakeholders involved in vaccine delivery at global and/or local level;
• Excellent project management skills;
• Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation;
• Outstanding analytical and writing skills;
• Strong leadership and management skills;
• Excellent representational and communications skills.

LANGUAGES

• Fluency in written and spoken English;
• Excellent knowledge of French is highly desirable;
• Knowledge of languages of Gavi eligible countries is desirable (e.g., Spanish, Russian, Portuguese).
