We are currently looking for a Planning, Monitoring & Evaluation Global Technical Advisor. 
Base: The Hague, The Netherlands- two year contract with a potential for indefinite contract

Job Description

SNV is seeking a dynamic and pragmatic professional to provide Planning, Monitoring, and Evaluation (PME) expert advisory services to SNV across a set of key priorities. As senior global PME Global Technical Advisor (GTA) you will be part of a small and collaborative PME team working across all three of SNV’s sectors. The PME team is responsible for SNV’s PME standards, approaches, and quality assurance. It manages the SNV's global M&E data platform and supports the use of data for reporting, learning and business development. The team also provides PME support to project design and inception phases.

Responsibilities

  • Design, develop and maintain corporate planning, monitoring and evaluation standards, procedures and instructions (formats, guidelines and PME tools, including data collection). Advise on and support the effective implementation of PME procedures and tools in projects.
  • Provide technical advisory support to selected SNV project inception phases on PME planning, delivery, quality assurance and analysis including support ToC & logframe review, M&E plan design & tool development, capacity building, and baseline survey support.
  • Provide technical advisory support to prospect development (inclusive of light touch review and leading on M&E design for specific proposals).
  • Lead/support the implementation of targeted evaluations of project M&E systems
  • Lead on the design and creation of planning, monitoring and evaluation capacity development initiatives at multiple levels of the organisation and implement them according to plan.
  • Lead global M&E projects
  • Share and stimulate sharing of relevant PME topics and best practices within the organisation, through relevant learning and knowledge sharing initiatives.
  • Management of SNV’s  global M&E Data Platform, including account management and ensuring new and existing projects are using the platform to their full advantage
  • Provide ad hoc support to projects, other global teams on PME requests.

Qualifications

  • Strong background in Planning, Monitoring and Evaluation including both quantitative and qualitative approaches.
  • At minimum 8 years of relevant work experience in Planning Monitoring and Evaluation in the development sector, consultancy firm, research institute and/or businesses with experience of working in a developing country context.
  • A strong understanding of and experience in facilitating theory of change development and review and the development of high-level results frameworks.
  • Experience of conducting assessments and/or evaluations that include primary data collection.
  • Familiarity with SNV’s leading sectors: Agriculture, Energy, and Water
  • Experience in M&E for proposal writing.
  • Strong communication and influencing skills with practical experience of building relationships remotely and leading collaborative processes virtually.
  • Experience in leading learning processes
  • Team player, strong interpersonal skills, used to working in multi-cultural environments.  
  • Excellent English with French language highly desirable.
  • Willingness and ability to travel.

Additional Information

  • Contract Type: National employment contract for two years (with possible extension based on good performance). 
  • Full time (40 hours per week) 
  • Duty Station: The Hague 
  • Preferred Start Date: 1st January 2024
