Project Summary: i-APS is recruiting senior positions for the expected USAID Bureau of Humanitarian Assistance (BHA) 3-to-5-year Sudan Monitoring Project (SMP). The purpose of the SMP is to provide third-party monitoring and evaluation services for United States Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA) funded humanitarian program activities in Sudan. These services will prioritize monitoring, verifying, and analyzing trends in programs implemented in the regions of South Kordofan and Blue Nile states.
Position description: The Deputy Chief of Party (DCOP) must lead the technical design, data analysis, and report writing aspects of this project.
The Deputy Chief of Party will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The Deputy Chief of Party must have excellent oral and written communication skills, analytical skills, interpersonal skills, and management skills.
Requirement: Candidate must be willing to relocate either to Nairobi Kenya or Cairo Egypt.
Required Experience:
1. The Deputy Chief of Party must have at least five (5) years of progressively responsible experience in the humanitarian, transition, or development field. International experience is a plus, but not required.
2. The Deputy Chief of Party must have previous experience designing monitoring and verification systems or other rigorous qualitative and quantitative research designs.
3. The Deputy Chief of Party must have at least five (5) years previous experience implementing TPM projects, M&E support projects, or evaluations.
4. Master’s degree is required. The Deputy Chief of Party must have previous experience in data analysis and report writing.
5. The Deputy Chiefs of Party must have previous experience managing national staff and teams.
6. The Deputy Chief of Party must have at least three (3) years of experience conducting quantitative and qualitative analysis related to humanitarian assistance.
7. Preferred experience includes design and disseminate learning activities, quality control of learning products, facilitation of learning events, fostering stakeholder collaboration, designing knowledge management practices, leading adaptive management and evidence-based decision making, and training.
8. At a minimum, must possess an advanced professional language proficiency level in English.
Desirable Experience:
1. Previous experience working with BHA Implementing Partners is a plus.
2. Familiarity with BHA funded programs in Sudan is highly desirable, particularly in South Kordofan and Blue Nile states.
3. Previous experience working on programs implemented in Sudan is desirable.
4. Arabic language skills are a must.
Required Education:
Deputy Chief of Party must hold a master’s degree in international affairs, social science, statistics, or a related field.
