Context

The World Organisation for Animal Health (WOAH) is an intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognised by the World Trade Organization as reference for international sanitary rules (Home – WOAH – World Organisation for Animal Health).
The WOAH, previously known as the « Office international des epizooties », was created on 25 January 1924. Its headquarters are based in Paris. Comprising 183 Member Countries, the WOAH maintains permanent relations with nearly 75 international and regional organisations and is present on all continents through 13 Regional or Sub-regional Representations.
The WOAH Regional Representation for Asia and the Pacific (RRAP), based in Tokyo, Japan is responsible for coordination of WOAH activities among the 32 WOAH members of Asia and the Pacific. There is also a sub-regional representation for South-East Asia (SRR-SEA) based in Bangkok, Thailand which co-ordinates activities in South-East Asia.
This role will be based in the RRAP and will be focused on implementing WOAH activities relating to both terrestrial and aquatic animal health and laboratory capacity building.

Positioning and reporting

Under the authority of the Director General, the Regional Project Officer will work under the direct supervision of the WOAH Regional Representative for Asia and the Pacific, based in Tokyo, Japan. He/she will work in close collaboration with other regional staff in RRAP and SRR-SEA and relevant WOAH Units and Departments in Headquarters.

Job purpose

The Regional Project Officer contributes to active implementation of WOAH regional programme relating to animal disease prevention and control, including aquatic animal diseases, laboratory capacity building and veterinary biologics. He/she will coordinate and collaborate with relevant partners in planning and implementing activities, such as FAO or other global/regional organisations with specific expertise. He/she will also represent the WOAH at technical and institutional meetings and contribute to regional strategies and policies.

Missions and activities

Contribute to the prevention and control of transboundary animal diseases (TADs) in the region
• Serve as secretariat for the Regional Steering Committee of GF-TADs for Asia and the Pacific and carry out the roles and responsibilities of the Secretariat defined in the Terms of Reference of the same;
• Plan, organise and implement regional meetings, workshops and other activities related to the control and prevention of TADs in the region;
• Address scientific and technical matters relating to the endemic and emerging TADs in the region and liaise as appropriate with the WOAH Reference Centres for their technical support.
Contribute to the enhancement of capacities of veterinary laboratories in the region
• Coordinate with relevant partners in the provision of support for the national veterinary laboratories;
• Plan, organise, and implement regional meetings, trainings and other activities for national veterinary laboratories;
• Strengthen collaboration and networking amongst WOAH Reference Centres and national veterinary laboratories.

In addition, the Regional Representative may, where necessary, assign to the incumbent any other duties within her area of competencies, or request her to represent WOAH in designated meetings or other types of public fora.

Qualifications and Experience

Required qualifications
 Bachelor’s degree in veterinary science, veterinary medicine, or equivalent.
 At least 5 years of experience working in veterinary public health, aquatic animal health, or other relevant fields.
 Experience in organising, co-ordinating and facilitating meetings, workshops or trainings on technical topics related to aquatic animal health or laboratory capacity at a national, regional, or international level.
 Report writing experience.

Additional experience
 Knowledge of the WOAH terrestrial and aquatic animal health code.
 Experiences in working for veterinary laboratory or equivalent.
 Experience in implementing and delivering capacity development programmes to support countries in fulfilling animal health service responsibilities and disease diagnosis needs.
 Prior work experience in the Asia-Pacific in more than one country.
 Prior work experience within an international organisation or in an international setting.

Requirements:

Technical skills
 Excellent command of English is required, both written and oral.
 good project management skills.
 Significant experience with the use of Microsoft Office software.

Additional skills
 Knowledge of additional software and social media tools.
 Knowledge of national veterinary or aquatic animal health services structure or laboratory network at the national, regional, and international level.

Interpersonal skills
 Excellent communication skills; demonstrated capacity to communicate to Members using tools such as PowerPoint presentations.
 Organisational skills – strong ability to establish priorities, work within tight timelines and multi-task.
 Ability to establish and maintain good working relationships in a multicultural international environment with colleagues from different departments and offices, and grasp different topics and activities quickly.
 Ability to work as a member of a diverse team spread out across different locations
 Self-motivated, focused and driven.
 Adaptable and flexible.

Working conditions

Salary: Base salary at 500,000 JPY/month (commensurate with qualifications and experience) Duration: One (1) year (renewable)
This post requires flexibility to travel internationally and long hours in a seated position at a computer.
