Job Profile: Climate Change / Disaster Management Expert (Key Expert)

Location: Tajikistan

Type of Project: Capacity Building ADB Funded project (Transportation sector)

Job Description:

(i) To consult with relevant government agencies and development partners on ongoing initiatives related to climate change and disaster management, attend consultations with local population regarding their recent experiences relating to natural disaster and any associated issues in daily travel behaviors and review relevant national strategies/policies, design standards and practices applied in the country

(ii) To identify key issues which should be taken into account to the transport sector’s development for 2026–2040

(iii) To provide recommendations to Team Leader on those identified issues, including possible solutions, into scenarios to be applied to travel demand modelling and eventually the National Transport Sector Program to ensure that the transport sector development addresses climate-resilient features

(iv) To carry out quick climate change assessment for investments listed in the investment rolling plan, including estimating indicative costs for possible adaptation and/or mitigation measures

(v) To provide recommendations to Team Leader on training and competency requirements for staff who is responsible for climate change and disaster management to be included in the capacity development strategy and, as necessary, transport sector planning guidelines

Job Specification:

  • Masters Degree in Environmental Science or other relevant stream
  • Minimum 15 years of experience in assessing due diligence relating to climate change and disaster management as part of designing transport sector investments and drawing recommendations to adopt or mitigate any risks being involved in those investments
  • Must have international experience in road / transport sector
  • Must have experience in CIS country, familiarity with Russian / Tajik language would be preferred
