Overview: IBTCI is preparing to submit a proposal for the upcoming USAID Sudan Monitoring Project (SMP) solicitation. We are seeking a Chief of Party for this project in Sudan that will include third party monitoring (TPM),verification, analysis, and evaluation for the Bureau for Humanitarian Assistance’s portfolio in Sudan, particularly in the South Kordofan and Blue Nile regions.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Provide overall technical guidance, operations oversight, and management to M&E staff.
- Report project status to USAID. Act as the main point of contact for USAID, home office and other IPs.
- Regulate and maintain overall project compliance with the contract.
- Oversee the completion of all deliverables under the SOW.
- May be required to be in-country to perform the essential duties of this position.
- Build and maintain strong relationships with the client, implementing partners and other relevant stakeholders.
- Responsible for overseeing sub-contractor’s work and performance as applicable.
- Manage all fiduciary duties in a responsible and professional manner.
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least ten (10) years of monitoring and evaluation experience, with at least five (5) years of experience managing teams, and at least two (2) years of experience working in conflict zones.
- Previous experience managing large scale third party monitoring projects, or large scale M&E support projects.
- Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills.
- Oral and written fluency in English required.
Education: Master’s degree in International Affairs, Social Science, International Development or a related field.
Preferred Knowledge, Skills and Abilities:
- Previous experience in managing or implementing large scale third party monitoring projects, USAID-funded programs, or large scale M&E support projects, ideally in humanitarian themes such as WASH (water sanitation and hygiene), health, logistics and relief commodities, shelter, protection, and food assistance programs.
- Previous project management experience, the ability to prepare concise written materials, and adhere to deadlines.
- Previous experience conducting quantitative and qualitative field research in non-permissive environments.
- Previous work experience in Sudan (Blue Nile and South Kurdofan) or the region is desirable but not essential.
- Previous experience managing subcontractors is desirable.
- Previous experience implementing a USAID-funded program is desirable.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
