For our regional Middle East office based in Amman (Jordan), Johanniter International Assistance (JIA), is looking for a

Senior Programme Manager
2 Year Contract (with possible extension)

Organisation Description: Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. Johanniter International Assistance (JIA) is the operational unit for humanitarian aid. The Federal Headquarters (HQ) is based in Berlin, Germany. Background
Johanniter started their activities in Jordan, Lebanon and Syria in 2012, providing emergency aid to Syrian refugees and the affected local population. All support measures are implemented through local partner organ-isations, focusing on public health, providing emergency services and empowering persons with disabilities, incl. education and livelihood. Further activities include the distribution of aid goods and cash assistance, rehabili-tation of shelters, and services in terms of water, sanitation and hygiene. Operating from the Country Office in Amman the Johanniter monitor projects in Jordan, Syria, Lebanon, Palestinian Territories, West Bank, Iraq.

In a Nutshell

You will:
■ Be responsible for the development and management of Johanniter’s programme in the Middle East.
■ Technically supervise our project partners in implementing our programme in the region
■ Assess and evaluate the activities as well as writing proposals for different donors.
■ Be reporting to the Head of Mission Middle East (first line supervisor) and to the Head of Programme in Berlin (second line supervisor).
■ Be required to have a good understanding of the overall regional programme

What you will do:
Strategy and Programme Development
■ Contribute to the development of the country strategy based on the global Johanniter strategy
■ Identify new programmes through assessments that support the achievement of Johanniter’s strategic objectives in the country
■ Assess and build partnerships with new national, international or local partner organisations

Programme Management
■ In coordination with the Head of Mission, designs, plans and coordinates all projects in the course of humanitarian aid and development cooperation in line with people we work with needs, national poli-cies as well as Johanniter and donor programme objectives and policies and international standards
■ Support and supervise national partners in effective and efficient management of projects implemen-tation in line with the project management cycle, program objectives, log frames, activities and indica-tors
■ Recognise further needs and conduct assessments where needed for project proposals including part-nership assessments

■ Lead the development and submission of high quality concept notes and proposals
■ Ensure capacity building of local partner organisations and project related staff

Programme Monitoring, Evaluation and Learning
■ Ensure project monitoring systems are in place and that reviews are undertaken periodically in con-junction with the team, the Head of Mission, project partners and relevant local stakeholders
■ Ensure accountability and transparency to people we work with, communities, donors, partners
■ Monitor and maintains compliance with standard Johanniter procedures and guidelines
■ Monitor the evolving humanitarian situation in the project regions and consider strategic and immedi-ate responses in conjunction with HoM and Regional Funding Coordinator
■ Work closely with the PM&E Coordinator (and/or with the M&E focal point of our partners) in all as-pects of monitoring, evaluation and accountability of project activities
Human Resource and Team Management
■ Create and maintain a culture of team spirit, ensure all staff is committed to strive for high perfor-mance contributing to the achievement of the strategic ambitions

Safety and Security
■ In coordination with the Head of Mission ensure the safety of all staff at all times
Representation and Communication
■ Build and strengthen external relationships and represent Johanniter with donors, the host govern-ment, international and national organizations, and coordination fora

What you bring:
■ BSc or MSc degree in a relevant field (preferably in Public Health/Food Security & Livelihoods
■ More than 5 years of experience in a humanitarian context, preferably in an international NGO
■ Experience in capacity building
■ Experience in working with international and national partners, donors, health & other authorities
■ Experience in management of multi-sectoral projects/program
■ Experience in conducting assessments, writing proposals and reports.
■ Experience in monitoring and evaluation of projects in line with donor regulations
■ Experience in working in an insecure context; experience in the region an asset
■ Strong analytical, written/oral communication and reporting skills
■ Negotiation abilities and diplomatic skills
■ Fluent in English required, Arabic/German asset

What we offer:
Remuneration: Competitive, attractive remuneration, in line with internal tariff and relevant previous experience
Benefits: 13th cheque, Social security (lump sum 375€/month for expats not under German social se-curity); housing allowance (300€/month; international insurance package; 30 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance (currently 1404€/month). Please note that this position is unaccompanied.
