Head of the Human Resources Unit
WOAH (formally known as OIE) is an intergovernmental organisation responsible for improving the health of animals worldwide
Positioning and reporting
Under the authority of the Director General and the direct supervision of the Director of Administration.
Context and challenges 
Modernisation of the role of HR within the Organisation and assurance of a successful handover from the interim HR Manager.
Compliance of HR policies with the regulatory framework of the Organisation on the one hand, and with local and international legal requirements on the other. International and multicultural environment (WOAH staff: 250 people – Headquarters in Paris + 13 regional and sub-regional representations on 5 continents)
Job purpose
The Head of the Human Resources Unit participates in fulfilling the missions and mandate of WOAH by ensuring the implementation of the Organisation’s HR strategy, which supports the overall strategy of the Organisation, the definition of which he/she is closely associated with.
He/she provides operational support to local managers and intervenes with staff when necessary.
He/she contributes to the Organisation’s development projects and participates in change management.
Responsibilities  

Active participation in the transformation of HR
Within the framework of our 7th Strategic Plan, support the transformation/modernisation of the function of HR by becoming a source of recommendations, together with General Direction, on the situation analysis, the HR strategy and action plans to be followed, in relation to all HR areas (with a focus in the short-term on the personnel administration, compensation, and data management).  

Management of the HR Unit team: 5 people (Personnel administration / Recruitment / Training & Talent)
Translate strategic approaches into team objectives and monitor performance by developing and following up on individual and collective active plans;
Identify the resources required, and define the organisation of activities and distribution of responsibilities within the team;
Lead the recruitment process, promote skills development, and undertake the annual evaluations of team members;
Foster a motivating and high-performing work environment.  

Operational implementation of the HR policies of the Organisation
Ensure the development, formalisation and performance of HR processes and projects, particularly in the following areas: recruitment; remuneration; training; management of skills & careers (GPEC); HRIS; working conditions; occupational health; litigation (in cooperation with the Legal Affairs Unit), with the aim of harmonising, if possible, practices between Headquarters and the regional offices.

Coordinate the Organisation’s relationship with staff and serve as the interface on HR issues, promote cultural diversity, and participate, with General Direction, in facilitating social dialogue with staff representatives;

Support managers with the proper implementation of HR policies and procedures, by providing information and training, as well as advice and direct assistance in the management of complex managerial situations, if necessary.  

Representation of the Organisation at the international level and development of partnerships in the area of HR
Represent WOAH at the International Service for Remunerations and Pensions (ISRP) – the HR platform of several International Organisations, hosted by the OECD, of which our organisation is an associated member.

In the medium term, it is envisaged that the Head of the HR Unit will participate in steering the overall pay roll in collaboration with the Administration Directorate, the development of internal communication in coordination with the Chief of Staff.
Required skills and experience

Qualifications and experience
Postgraduate qualification (Bac+5 / Masters) in Human Resources, or equivalent
At least 10 years of experience within HR, in various HR roles
A minimum of 4 years of experience in team management
Professional experience in a multi-site organisation, with international offices  

Additional experience
Ideally HR experience in both non-profit (NPO) and business organisations.
Experience of living outside your home country/abroad for professional or personal reasons
Experience in change management (role in transition management or in an organisation in change)

Familiar with HR best practices of International Organisations
Proficiency in Microsoft Office
Fluent in English and French

Expertise in compensation & benefits
Knowledge of HRIS
Proficiency in Spanish a plus

Working conditions  

The post is a full-time position at the WOAH Headquarters in Paris – 12 rue de Prony 75017 Paris, France

– Contract fixed term, 2 years renewable – under international law
– Salary (exempt from French income tax): From 4.800 to 5.200 € nett/month depending on exp. plus bonus, commensurate with qualifications and experience

– Optional additional health cover: 50% paid by WOAH
– 28 days’ annual leave + 10 public holidays
– Work from home: up to 2 days a week

This post requires flexibility to travel internationally and long hours in a seated position at a computer.
