Description

The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by providing assistance to the Client.

By engaging a consultant, it is expected that the Client will have access to international best practices in the field of project management, including procurement of works, goods and services, and construction supervision, as well as advice on specific technical issues including environmental and social (E&S) requirements and construction health and safety.

The Consultant will provide assistance in the procurement of works and goods following the procedures, specifications, and documentation established by the Bank and according to all other agreements stipulated in the Loan Agreements signed for the Project.

The Consultant will provide assistance to the Client but shall not take on the Client’s responsibilities for the implementation of the Project. Therefore, the capacity building of the Client’s staff shall be an important part of the Consultant’s work under the present assignment, to be carried out in close collaboration with the Corporate Development Programme (CDP) consultant. Throughout the Assignment and to the extent feasible, the Consultant shall improve the capacity of the Client’s staff (in particular, the PIU personnel) through on-the-job training and close collaboration. The Consultant will ensure that to the extent possible, both men and women benefit from the capacity-building activities.

SCOPE OF WORK

The Consultant will assist the Client in setting up the PIU, the disbursement system and in all aspects of the tendering. Contract administration and construction supervision tasks will be sought as additional support subject to availability of budget.

The Consultant shall perform the following main tasks, further detail of which is provided under each relevant heading:

1             Assistance with the Establishment of the PIU

2             Assistance with Procurement, Tendering, and Contract finalization

3             Contract administration and supervision (2nd Stage Optional)

4             Assistance with Compliance &  Reporting Obligations under the Financing Documents

5             Environmental and Social Implementation Support

The work of the Consultant refers to the whole Project and not only to the portion financed by EBRD.  The delivery of the above scope is to be designed and delivered to the Client in a way that will maximize necessary knowledge transfer and on-the-job training to the Client staff assigned to PIU.

The assignment is expected to start in Q1 2024 and have a duration of 50 months.

The required qualifications for the Consultant’s team are presented below.

All key personnel shall be fluent in English - knowledge of the local language and/or Russian will be considered an asset - and be fully computer literate.

Key Expert No 1 - Project Manager

B.Sc. degree in wastewater/water supply engineering or equivalent qualification relevant to the assignment

About 10 years experience in wastewater and water design and construction supervision

About 8 years as project manager or team leader for similar projects

About 3 years of work experience in the region

Good understanding and practical knowledge and experience of FIDIC conditions of contract.

Fluency in English.

Knowledge of Russian will be preferable.

Key Expert No 2 - Design Engineer

B.Sc. degree in wastewater/water supply engineering or equivalent qualification relevant to the assignment

About 10 years of professional experience in the development of design documentation in the field of municipal infrastructure for water supply, wastewater management and sanitation

About 3 years of work experience in the region.

Fluency in Russian.

Knowledge of English will be preferable.

Key Experts No 3 -Local Team Leader

Higher technical education.

About 10 years of professional experience in modernization or new construction in the field of municipal infrastructure for water supply and sewage systems

About 5 years of work experience in the region

Theoretical and practical knowledge and experience of IFIs procurement rules

Theoretical and practical knowledge and experience of FIDIC conditions of contract

Fluency in Russian.

Knowledge of English and Kazakh will be preferable.

 

Key Experts No 4 -Contracts, Procurement and Claims Manager

B.Sc. degree in civil engineering, law or similar.

About 10 years of experience in contracting, procurement and contract management in IFI projects in water sector.

About 5 years as contracting, procurement or claims manager for similar projects.

Theoretical and practical knowledge and experience of IFIs procurement rules.

Theoretical and practical knowledge and experience of FIDIC conditions of contract.

About 3 years of work experience in the region.

Fluency in English.

Knowledge of Russian will be preferable.

Key Experts No 5 -Technical Supervision and Quality Control Engineer

 

Higher technical education

About 5 years of professional experience in construction supervision in the field of municipal infrastructure

About 5 years of work experience in the region

Theoretical and practical knowledge and experience of FIDIC conditions of contract

Fluency in Russian.

Knowledge of English and Kazakh will be preferable.

Key Experts No 6 - Health and Safety Specialist

 

B.Sc. degree in engineering or equivalent qualification relevant to the assignment

About 10 years experience in safety of construction for infrastructure projects

Practical knowledge and understanding of IFIs’ environmental and social requirements and past experience of assistance in their successful implementation.

Fluency in English.

Knowledge of Russian and Kazakh will be preferable.

Key Experts No 7 - Environmental and Social Specialist

B.Sc. degree in biology, environment or equivalent qualification relevant to the assignment

Preferably 10 years’ experience in environmental studies and EIA impact assessment

Specific experience in environmental requirements according to international best practises

Preferably 10 years’ experience in similar projects within the required sector

Practical knowledge and understanding of IFIs’ environmental and social requirements and past experience of assistance in their successful implementation.

Experience of working as Gender Specialist would be considered an advantage.

Fluency in English.

Knowledge of Russian and Kazakh will be preferable.

Technical Supervision and Quality Control Engineers (3 experts with appropriate certificates as indicated above)

Higher technical education

About 5 years of professional experience in construction supervision in the field of municipal infrastructure

About 5 years of work experience in the region

Theoretical and practical knowledge and experience of FIDIC conditions of contract

Fluency in Russian and/or Kazakh language and English language

Finance/Disbursement Specialist (non-key expert)

B.Sc. degree in international finance (or equivalent)

About 5 years professional experience

Practical knowledge and understanding of IFIs’ disbursement and accounting procedures

Claims Engineer (non-key expert)

B.Sc. degree in civil engineering (or equivalent)

Preferably 5 years’ experience in claims handling and assessment for wastewater treatment plant construction.

Theoretical and practical knowledge and experience of FIDIC conditions of contract

Specific experience of requirements of local law

Translator / interpreter

Higher education in English language discipline.

At least 5 years of experience in consecutive translation, translation of technical documentation relevant to the sector.

Preferably 5 years of work experience in the region.

Computer literate.

Fluency in English and Russian.

Knowledge of Kazakh will be preferable.
